“A year has passed since the elections and Donald Tusk’s government has implemented only 30 of the ‘100 specifics for the first 100 days’, the country is sinking into crisis and anarchy,” say Confederation MPs Bartłomiej Pejo and Witold Tumanowicz. They called for talks on a “constitutional reset.”
October 15 marks the first anniversary of the parliamentary elections, which resulted in the coalition of KO, PSL, Derde Weg and Nieuw Links taking power after two terms in office of PiS.

Examples of unfulfilled promises
He added that Prime Minister Tusk has so far managed to implement about 30 of the “100 specifics for the first 100 days.”
Tax-free amount up to PLN 60,000. PLN – not realized. Provision of free perinatal anesthesia – not provided. Introduction of a system of medical visits via SMS, emails (…) – this should have been the case, but of course it is not
– he said.
As he added: “These are just examples of unfulfilled promises.”
Record budget deficit
We have a record budget deficit of 300 billion złoty, and even PiS has not achieved such results

Pejo also pointed out that the ruling coalition has committed to increasing transparency in companies in which the Ministry of Finance participates. According to him, “These stools are currently being torn apart left and right: from left to more right.”
According to Tumanowicz, “the prime minister has no control over anything” because “the state-owned companies are falling apart.” According to him, “PKP Cargo is on the verge of bankruptcy, Azoty Puławy will soon be bankrupt.”
Opinion of the Venice Commission
Finally, it appears that the bad advice comes from the Venice Commission itself, which supported the current coalition and directly says: the restoration of the rule of law should not in itself break the system.

Confederation politicians emphasized that despite unfulfilled promises, they “continue to invite discussions on the ‘constitutional reset’.” The Confederation’s proposed ‘constitutional reset’ would consist of introducing changes to the Constitution. The idea is to ‘reset’ the composition of the National Council of the Judiciary, the Supreme Court and the Constitutional Court and re-elect them or expand the composition of these bodies.

““100 special events during 100 days”
In the autumn, KO presented the so-called 100 special features for the first 100 days during the election campaign. These include: increasing the tax-free amount to PLN 60,000. PLN, unblocking EU funds, introducing the so-called grandmothers, i.e. PLN 1,500 per month for childcare, in vitro financing from the state budget, access to “emergency contraception” without a prescription and the ability to perform an abortion until the 12th week of pregnancy, 30%. increases for teachers, depoliticizing the public media and ridding the courts of political influence, holding the PiS government to account and returning to the flat-rate system for settling health insurance premiums.
The Venice Commission, an advisory body to the Council of Europe on constitutional law, has stressed in a published opinion on judges appointed by the so-called neo-KRS that the automatic withdrawal of all these people to the positions they previously held would not would be in line with European standards and that therefore some form of individual verification of judges is needed and to ensure that they have the right to appeal to the court in the event of a negative assessment. It was noted that the procedure for considering the status of the so-called Neo-judges should not take excessively long. The Commission considered it appropriate to ‘group’ these cases.
In the Sejm elections of October 15, 2023, PiS obtained the largest number of votes, but this did not translate into a number of parliamentary seats that would give the party a majority in the Sejm. The government that was subsequently formed, led by Mateusz Morawiecki, did not receive a vote of confidence. Donald Tusk’s coalition government, formed by KO, Trzecia Droga (PSL and Polska 2050) and New Left, received a vote of confidence in the Sejm on December 12, 2023 and was sworn in on December 13.
