Less than 59 percent of respondents believe that the government should enter into negotiations with the European Commission on changing the KPO milestone so that in the near future all contracts for specific work and mandates in Poland will not be “used” – according to a study published by the Useme platform.
According to a survey commissioned by the Useme platform, 58.99 percent Respondents want the content of the KPO milestone to be changed in such a way that not all contracts for specific activities and mandates will be ‘used’ in the near future. Of the group of people who support this idea, 25.3 percent answered “absolutely yes”, and 33.7 percent “probably yes.”
Respondents were asked the following question: “Should the government enter into negotiations with the European Commission on changing the wording of the so-called milestone so that in the near future not all contracts for specific work and mandates in Poland will be ‘used’?
As reported in the report describing the research, 14.6 percent of respondents gave negative answers, with 5.7 percent saying “absolutely not,” and 8.9 percent saying “I don’t think so.” The remaining 26.4 percent of respondents chose the answer “I don’t know/it’s hard to say.”
One of the main reasons why the government plans to terminate all contracts, including contracts for specific works, is the implementation of the National Reconstruction Plan (NPP). This necessity is presented by the Ministry of Family, Labour and Social Policy as the desire to implement part of the so-called implementation milestone of the NPP, reported to the European Commission by the Polish government, which is intended to be used in the fight against the so-called segmentation of the labour market

Consequences of “cheating” all contracts
As Przemysław Głóny, Chairman of the Board of Useme.com, estimated, “freezing” all contracts, including contracts for specific work, will result in a 1/3 decrease in the income of people working on such contracts. He added that if companies were to take over all the costs of contract insurance, companies would pay 40% more. The report added that the changes could affect more than 2.3 million people.
The survey was conducted on August 3-5, 2024 on a representative sample of 1,007 people using the CAWI method by the research agency UCE Research, commissioned by the Useme.com platform.
