The National Reconstruction Plan (KPO) does not contain any agreements or provisions regarding Izera, but there are funds that can be spent on this project, it amounts to PLN 5 billion – told Katarzyna Pełczyńska-Nałęcz, Minister of Funds and Regional Policy, to PAP.
No contracts have been entered into – despite what has been said – and no provisions in the KPO regarding Izera
— Katarzyna Pełczyńska-Nałęcz, head of the Ministry of Funds and Regional Policy (MFiPR), said in an interview with PAP. However, she added that there is PLN 5 billion in the KPO, which may or may not be spent on Izera. The minister was referring to the idea of supporting the Polish electric car project Izera with KPO funds.
They (funds – PAP) were in the subsidy part of the KPO, but we transferred them to a preferential loan. The point is that the subsidy funds must be spent by mid-2026, and there is no way that the production line will be ready by mid-2026 – and this was the requirement. This project hasn’t progressed that far, it was such an illusion.

She explains that projects from the loan component can also be carried out at a later date.
It is sufficient that the contract is signed in 2026 and that investments can be made in the following years

This is the main reason why these funds were transferred, making it possible to spend KPO funds on Jizera

Cooperation with China?
On Wednesday, Katarzyna Pełczyńska-Nałęcz said on TOK FM radio, when asked about Izera’s cooperation with the Chinese partner, that Poland is an attractive partner for the Chinese, but this project should also be beneficial for the Polish side.

– explained the minister. She added that the decision on whether to allocate the KPO funds to the Jizera project now rests with the Ministry of State Assets, and that the ministry should make such a decision by mid-June this year.

Strategic investments
ElectroMobility Poland SA (EMP; the company responsible for work on Izera cars) was founded in October 2016 and was an initiative of four Polish energy companies: PGE, Energa, Enea and Tauron. The majority shareholder of the potential car manufacturer Izera is the Ministry of Finance (90.8%).
By the end of 2023, taking into account all areas of work and industrial methodologies, the Izera project was approximately 40% complete, according to EMP. The factory will be built in Jaworzno and ready to produce 150,000 units. cars per year in the first phase – with the possibility of expanding production capacity to 300,000. cars per year. May 10 this year The local government of Jaworzno announced that the mayor of this city has granted a permit to EMP to build a Jizera electric car production plant.
In March this year EMP selected the general contractor of the Izera factory: Mirbud. The parties signed a letter of intent making the signing of the agreement conditional on obtaining business approval from EMP. The collaboration will be confirmed by a separate general construction agreement for the investment after EMP has obtained company approval. According to EMP, the selection of the main contractor and the signing of the appropriate contracts would allow the start of mass production of cars by mid-2026. So far, the company has announced that production of the Polish electric car will start in December 2025. and turnover – in 2026.
