Kizeev also emphasized that if a work contains a message regarding the administrative and criminal responsibility of drug trafficking, it will not be considered propaganda.

“For example, books published a long time ago that contain information on such substances will not be subject to the rules unless they are published in the public domain,” the MP said.
The law is due to come into force on September 1.
