The Council of Ministers has adopted a resolution on the amendment of the KPO, the Prime Minister’s Office announced in a statement. More resources will be allocated, among others: on energy efficiency and agriculture. As highlighted, the tax on combustion engine cars was also abolished; there will be a subsidy for ‘electricians’.
As highlighted in the statement, the revision of the KPO is necessary due to the delays and payment arrears left by the previous government.
The money will be invested, among other things: in the green transformation of the economy, technological development, digital solutions and improving the availability and quality of healthcare services

The changes proposed in the KPO are intended – as reported – to contribute to better implementation of activities including: in the areas of: green transformation, ‘smart’ and sustainable economic growth, healthcare, digital transformation, policies for children and young people.
Key financial changes in the KPO include increased financing of investments related to improving energy efficiency in multifamily housing. The investment budget for this increases from €100 million to €240 million.
The financing of investments related to the diversification and shortening of the supply chain of agricultural and food products will also increase to 600 million euros. This means an increase in funds allocated to farmers and the Polish countryside to EUR 2.5 billion, as stated in the announcement.
Support for the development of long-term care will also be increased by modernizing the infrastructure of medical facilities in poviats. The budget allocated for this will increase from 150 million euros to 300 million euros.
Changes in investments
The main investment changes include: expanding the group of recipients of the laptop voucher, which will also be addressed to teachers from groups 1 to 3. An additional technical terminal will also be built in Darłowo, which will allow the construction of wind farms . From January 1, 2026, a senior voucher will also be introduced for people over 75 who need help with daily activities. Outpatient specialist care (AOS) is supported within cooperative centers in the National Oncology Network. Support for the widespread use of electronic document management and increasing the level of digitalization of the services and processes of the National Tax Administration are also planned.
The amended KPO no longer provides for the introduction of a tax on cars with combustion engines. A new financial instrument will be created to help individuals purchase zero-emission vehicles. According to the information presented, a subsidy will be introduced for the purchase, leasing or long-term rental of zero-emission (electric) vehicles.
As explained, in the case of a subsidy for the purchase of a used vehicle, the aid will cover part of the price. The aid will amount to a maximum of PLN 40,000. PLN for a natural person. In the case of leasing or long-term rental, the amount of aid will not exceed the initial compensation. The aid is increased by 10% if the beneficiary presents a certificate of demolition of a combustion vehicle that has been in his possession for at least 3 years. If the person’s income was less than PLN 135,000, PLN (for the year prior to the submission of the subsidy application), the support will be increased by another 10%.
To limit support for the most expensive electric vehicles, a price limit will be introduced. For new vehicles this will be 225,000. PLN, and in the case of used vehicles – PLN 150,000. PLN, but the vehicle used must not be older than 4 years.
