NBP President Adam Glapiński has not received a response to the letter sent to the Prime Minister at the end of March proposing a meeting with Donald Tusk to “discuss matters important to the country,” NBP Vice President Marta Kightley said on Tuesday in the PAP Studio.
On Tuesday, Kightley was asked on the PAP Studio whether if NBP President Adam Glapiński were brought before the State Tribunal, she would be willing to replace him in this position. She replied that, in accordance with regulations, the first vice president is the president. But as she added, she doesn’t see any prospects for it.
We have a ruling from the Constitutional Court on the suspension of the President, which states that this is an unconstitutional provision and that bringing the President before the Tribunal would require three-fifths of the votes of parliamentarians.

Judgment of the Constitutional Court
This concerns the ruling from January this year. in which the Constitutional Court ruled unconstitutional the provision of the Law on the State Tribunal, which states that an absolute majority of votes in the presence of at least half of the legal number of deputies is sufficient to appoint the President of the Central Bank before the Constitutional Court to challenge Tribunal.
Prime Minister Donald Tusk commented on it a day after the verdict was announced, saying that in his opinion “the strange verdict of Ms. (Julia) Przyłębska is not binding.”
Kightley ruled that there was a “legal issue regarding the interpretation of these provisions (on the presentation of the head of the NBP before TS-PAP)”. She emphasized that she had no doubt that the Constitutional Court’s ruling was binding. She further noted that “this is a topic that is being discussed very seriously and is also being taken into account by the ‘outside world’.”
The NBP Vice President was also asked about the letter sent by NBP President Adam Glapiński to Prime Minister Donald Tusk at the end of March, aimed at ending the increasingly heated dispute, which – as Glapiński warned – made it Poland’s international image is damaged.
The NBP vice president said Glapiński had not received a response to the letter. As the head of the NBP previously noted, his goal was to “end the increasingly fierce dispute that – as he warned – is damaging Poland’s international image.
I will send a letter to Mr Tusk to say that there are so many misunderstandings and so many bad words said on both sides that I think it is time to meet and talk.

What was on the list?
When asked what the letter said, she said that President Glapiński had submitted a “proposal for a meeting” with Prime Minister Tusk to “discuss matters important for the country.” She also felt that “it would be good if such a meeting took place.”
On March 26, a group of parliamentarians from the ruling coalition filed a preliminary request to summon the President of the National Bank of Poland to the State Tribunal. The authors of the application accuse him of violating the Constitution of the Republic of Poland and laws related to his position or within the scope of his office.
The request to summon the President of the NBP before the State Tribunal contains eight charges, including: indirect financing of the budget deficit through the purchase of government bonds and bonds guaranteed by the Ministry of Finance, interventions in the foreign exchange market without the proper authorization of the Board of Directors governance of the NBP, cutting interest rates before the parliamentary elections, politicizing the central bank or introducing quarterly earnings rewards for themselves.
