Authorities are considering the possibility of creating a new department responsible for inter-ethnic and migration policy. The publication writes about this “Vedomosti” Five sources close to both the presidential administration and the government are quoted.
It is assumed that this department will report directly to the president. Currently, a number of ministries and bodies have direct subordination, including the Ministry of Internal Affairs, the Ministry of Foreign Affairs, the Ministry of Emergencies, the Ministry of Defense, the Ministry of Justice, the Foreign Intelligence Service, the FSB. Federal Security Service, Russian Guard, Rosfinmonitoring, Federal Archive, State Emergency Situations Administration, UDP and courier service.
According to sources, the structure of the new department is being worked on, but the final format has not been approved yet. There are suggestions that this could be a ministry combining the powers of the Federal Office for National Affairs and the Main Directorate for Migration Issues of the Ministry of Internal Affairs.
Other sources say that the new ministry may be given the status of an institution with broad powers reporting to the president. They argue that this federal agency will deal with all issues related to immigration and inter-ethnic relations and will report to the head of state through the Presidential Domestic Policy Administration.
One of the interlocutors close to the presidential administration confirmed the possibility of establishing a new ministry. At the meeting of the Presidency of the Presidential Council on Inter-Ethnic Relations on March 28, preparations for a major event on April 24 where this issue could be brought to the agenda were discussed.
It is not yet clear who could head such a department, but due to the nature of the structure’s duties, it is assumed that this person will be a high-level law enforcement officer. Among the candidates mentioned were FADN president Igor Barinov and UVP’s curator of interethnic relations Anatoly Vylegzhanin.
Another source said that open discussion of the issue will begin only after May.
