A group of MPs from Donald Tusk’s government have filed a preliminary request to have the president of the National Bank of Poland brought before the State Tribunal. Law and Justice politicians discussed this issue during the press conference. As they warned, this could be a way for the current Prime Minister to fulfill his obligations to Brussels and introduce the euro in Poland. “It is about the implementation of a certain political plan with which Donald Tusk came to Poland and is trying to implement. (…) The attack on President Glapiński and on the NBP is aimed at removing the last fuse, namely the NBP, before the introduction of the euro in Poland,” said PiS spokesman Rafał Bochenek.
On Tuesday, a group of parliamentarians from the ruling coalition filed a preliminary request to summon NBP President Adam Glapiński to the State Tribunal. The motion was signed by 191 MPs. The issue of the central bank governor was raised by PiS politicians during the press conference. They explained, among other things, what consequences this could have. As they have noted, Donald Tusk’s people are not interested in Prof. Glapiński’s alleged settlement of his actions, but in enabling themselves to implement important changes in Poland.

Application against the President of the National Bank of Poland
This whole issue is not really about Professor Glapiński, about replacing the President of the National Bank of Poland, but is actually about the implementation of a certain political plan with which Donald Tusk came to Poland and is trying to implement it. And the current management of the National Bank of Poland is in this direction. The attack on President Glapiński, the National Bank of Poland, is precisely aimed at removing the last fuse, namely the National Bank of Poland, before the introduction of the euro in Poland.

As Krzysztof Szczucki noted, the NBP performs “very important functions.”
It is responsible for Polish money and therefore the Polish Constitution, Polish law and also European law guarantee the Central Bank a very high level of independence.

At the same time, the Constitution provides for the possibility of holding the President of the National Bank of Poland constitutionally liable before the State Tribunal. However, it does not specifically specify what kind of parliamentary majority there must be that can make such a decision. These matters are governed by the State Tribunal Act. This law established that the majority needed to remove the President of the National Bank of Poland before the State Tribunal was an absolute majority. This meant that the majority needed to form a government, we can call it the government majority, could actually paralyze the functioning of the National Bank of Poland, and it was possible to depose the President of the National Bank and to have him suspended.

Therefore, we, PiS parliamentarians, submitted an appropriate request to the Constitutional Tribunal, which was recognized and on January 11 this year, the Constitutional Tribunal admitted that the Law on the State Tribunal violates the principle of independence of the National Bank of Poland, and that the majority necessary to remove the indictment from the president of this bank and thus suspend it must be at least 3/5

He recalled that PiS parliamentarians had submitted a draft law amending the law on the State Tribunal “in January.” As he said, “This bill has not been considered to this day.”

Szczucki also said that PiS MPs had submitted another request to the Constitutional Court on March 6.
This time we question the provisions regarding the operating principles and procedures for the Constitutional Accountability Commission. Activities of Prof. Glapiński
Motion to Prof. Glapiński’s case at the Court of Justice includes eight charges. These include: alleged violation of the Constitution and the National Bank of Poland Act by purchasing assets in 2020-2021. He is accused, among other things, of allegedly “initiating, accepting and implementing actions in 2021-2023 that were contrary to established assumptions about monetary policy.” The attack on the NBP president was reported during the PiS conference.

Since the president has built up a foreign exchange reserve of 170 billion euros, it is clear that if the zloty strengthens, these reserves, converted at a strong exchange rate, will simply result in a loss, so the president had no choice but to present this paper loss . . The third of these allegations concerns the NBP president’s cooperation with the government majority. In recent years we have had to deal with two situations that do not occur every day. Here too, the central bank’s policy was appropriate and the cooperation with the government majority, which did not add money because raising interest rates would be pointless. This accusation about cooperation between the monetary authority and the budgetary authority is therefore a huge misunderstanding. Tusk’s plan for the eurozone

Data for 2022 shows that Poland scores significantly higher than Slovakia with its own currency in terms of GDP per capita, as measured by the purchasing power of money. This shows that our own currency is extremely favorable to the trailing countries, allowing us to overtake the most developed European countries.
