Law and Justice’s candidate for mayor of Warsaw, Tobiasz Bocheński, announced on Saturday that if he wins the election, he will limit the number of proxies for the capital’s mayor. As he said, there will be no such facade management in Warsaw.
During Saturday’s press conference, Bocheński said that Warsaw is not developing as well as it could, and that this is caused by the City Hall, which in his opinion is a “Gordian knot”. As he said, he is “often on the sidelines or not helping.”
Management structures in Warsaw
This is a huge, massive structure where it is not known who is responsible for what, he said.
He pointed out that in Warsaw City Hall there are 1,500 departments, offices, legal entities and units that often have the same tasks.
Very often in different districts, during various investments, revitalizations and social tasks, there are situations when it is not known which official is responsible for what. The resident bounces from window to window. We don’t know where to call or who is responsible for things in Warsaw
– noted the PiS candidate.
Bocheński pointed out that in Warsaw “we have a president, vice-presidents, 18 mayors and many deputy mayors; In total there are 70 mayors and deputy mayors in Warsaw. He said it was a huge and inefficient structure that cost a lot.
He also emphasized that he was not in favor of firing civil servants, because – as he explained – the capital has many competent, talented and dedicated people working at the city hall and in the districts.
Our goal is not to fire officials from Warsaw, but to release their potential and retain newly recruited officials. The capital’s city hall cannot be a refuge for politicians from the Civic Coalition or the Left who have not made a significant career or who have achieved nothing in the elections. We want an apolitical office, a professional office. An office that is modernly organized, where it is clear who is responsible for what
– emphasized Bocheński.
Plenipotentiaries of the President of the Capital
The PiS candidate also said that the mayor of the capital not only has such a number of departments under him, but also has powers of attorney.
Real city government and real actions do not consist in creating proxies who take over the powers of the officials who work there. Real management involves solving the problems of the people of Warsaw
– he emphasized.
Bocheński also stated that if he wins the elections, there will not be so many proxies.
Such facade management will not exist in Warsaw
– he said.
Among the plenipotentiaries who would not be there, he mentioned: the plenipotentiary for Vistula; development of the railway structure; coordination of investments and renovations in the road.
What does the president do? The president should probably have some sort of strategy for how he runs things?
– asked Bocheński, who ruled that the position of plenipotentiary for the city’s development strategy is not necessary.
It can’t be that the city doesn’t have a full-time host. It cannot be that someone appoints proxies, directors, deputy directors, vice presidents – dozens of different types of positions that serve no purpose and are ineffective. The office should be efficient, modern and, above all, open to the residents of Warsaw. We will implement such a reform so that the country can meet the challenges of the Warsaw of the future

Local government elections
The municipal elections will take place on Sunday, April 7. Possible second round of direct elections for municipal heads, mayors and city presidents – April 21.
In addition to Bocheński, the current mayor of the capital, Rafał Trzaskowski – candidate of the Coalition Election Committee of the Civil Coalition, Magdalena Biejat – candidate of the Coalition Election Committee of Left and Urban Movements, Przemysław Wipler – candidate of the Election Coalition Janusz Korwin-Mikke, the Committee of the Confederation and the Non-Partisan Local Government, is running for the office of Mayor of Warsaw, candidate for the Niepartyjni Election Committee and Romuald Starosielec, candidate for the Ruch Repair Polski Election Committee.
