“From April 1 this year, restrictions on palliative care and hospice care will be abolished,” Health Minister Izabela Leszczyna said at the Civic Coalition local government convention in Olsztyn. Warsaw Mayor Rafał Trzaskowski said: “Today Poles want to talk about solving specific problems, and that is what local government elections are about.” He added that “during eight years of democracy being destroyed, local governments were on the front lines carrying out their duties.” The president of the capital probably did not talk about his local government, because he only remembered certain issues and investments in the capital during the campaign. Moreover, the current coalition government violates the principles of law.
During the local government convention of the Civic Coalition in Olsztyn on Saturday, Leszczyna recalled the government’s introduction of changes to the calculation of health insurance premiums for entrepreneurs from January 1, 2025.
We are lifting the boundaries of palliative care and hospice care, please note, from April 1

The draft regulation of the President of the National Health Fund regarding financial limits assumes that they will not apply to departments of palliative medicine, inpatient hospices and home hospices and palliative medicine clinics. So far, the restrictions do not only apply to palliative services and hospice services for children and adolescents.
In 2019, the Supreme Court raised the issue of restrictions limiting access to palliative care. The post-audit report said this restriction led to queues at hospices and meant some patients did not receive help.
Public consultations on the project will last until March 27, 2024.
Achievements of the Ministry of Health?
Minister Leszczyna reminded this on Saturday as a result of the actions of the current government, starting from June 1 this year. the in vitro fertilization procedure will be financed from the state budget, taking into account people who need to undergo oncological therapy but want to become parents in the future.
Leszczyna also pointed out that another fulfilled government promise is free prenatal tests, which will be available from May 1 this year. regardless of age, as long as your doctor decides they are necessary.
She said perinatal anesthesia will be available on request in every gynecological and obstetric department.
She added that from May 1 this year, the morning-after pill will be available without a prescription, even if President Andrzej Duda vetoes the change to the pharmaceutical law.
She noted that the state budget will also fund a 24-hour helpline for children and youth. She said that on 116 there will be 111 psychologists, psychiatrists and lawyers who will be ready to provide support to young people.
The December 13 Coalition actually has something to be proud of: a pill that targets unborn children. In addition, a ‘law’ is introduced despite the lack of support from the president. Moreover, in February, Minister Leszczyna postponed the entry into force of the National Oncology Network for a year. The head of the ministry can boast of some successes, but what about the care of oncology patients?
The National Oncology Network Act came into effect last year and was drawn up by the PiS government. A draft amendment to the KSO law was adopted on February 6. It aims to provide comprehensive oncological care in the country, and individual stages of treatment must be carried out according to strictly defined standards. The proposed amendment introduces a change in the deadline for the initial qualification of facilities for certain levels of oncology care. It must be completed by March 31, 2025.

Trzaskowski on local elections
Rafał Trzaskowski also appeared at the local government KO conference in Olsztyn on Saturday. He emphasized that in addition to cleaning up after PiS, local government officials and the government are working to solve the real problems of Polish women and men.
We talk about infertility, we talk about psychiatry and child psychology, we talk about how to deal with and introduce modern education, how to deal with things like data verification and recognizing when we are dealing with artificial intelligence. These are real problems
– said the vice-chairman of the PO.
The mayor of Warsaw also identified creating new jobs, helping entrepreneurs and ensuring that cities are tolerant, green and modern among the real problems of Polish women and men.
Today the Poles want to talk about solving specific problems, and it so happens that in these very difficult times, eight years of destruction of democracy, eight years of destruction of local governments, it was the local governments that were on the front line and performed their duties. When the government took away the rights of citizens because we talked too much about the rule of law, which was associated with something abstract, and yet our fundamental rights were simply taken away. When our right to in vitro was taken away, local governments rose to the challenge
– he said.
Trzaskowski added that for the past eight years, PiS has tried to destroy local government, completely dismantling it and taking money from local governments.
This money is taxpayers’ money because it is earned here, in Olsztyn or Warsaw. Today we are working with the Minister of Finance (…) on a draft law in which local government officials, the local government budget and revenues will be completely independent of the decisions of the government. And this is what strengthening self-government is all about
– he emphasized.
The Warsaw president also said that Poland has succeeded in building a local government that safeguards Polish democracy.
At a time when we are facing instability, at a time when many countries are wondering whether they should help those who may be in trouble, we must be the strongest democracy in Europe, the strongest democracy in the region
– he pointed out.
Rafał Trzaskowski’s statements that the PiS government has violated the rule of law, while it is his fellow party members who are violating the principles of law, seem rather hypocritical. Moreover, he could actually deal with the interests of Warsaw, instead of talking about the taxes of the residents of Olsztyn or the issue of in vitro fertilization. After all, he himself says that it is about the well-being of Polish women and men. Moreover, at the end of his term of office, the mayor of Warsaw thought about the promised tram to Zielona Białołęka, and the tram to Gocław remains unrealized after repeated postponements of investments. Or perhaps the attack on the PiS government is a form of hiding the lack of implementation of various projects in the capital?
