Civic Platform MP Janusz Cichoń announced in an interview with Bloomberg published on Friday that the motion to summon National Bank of Poland President Adam Glapiński to the State Tribunal will be submitted to the Sejm on Tuesday. The chairman of the parliamentary committee for public finances is counting on Glapiński’s resignation. This is yet another pressure being put on the NBP president, whose term ends in 2028.
Submitting the application will be the first step towards removing Glapiński, who is accused by Prime Minister Donald Tusk of interfering in politics – the agency writes.
Committee work
After submitting the application, the parliamentary committee starts a procedure that can take six months to a year. The committee will hear witnesses, including the chairman of the NBP himself. PiS is trying to prevent Glapiński from being summoned before the committee, Bloomberg notes.

Only after the committee’s work is completed and it may submit a motion can the Sejm vote on the resolution to summon Glapiński to the State Tribunal. Its approval would likely lead to the suspension of the NBP president from his official duties – Bloomberg recalls.
The prepared application, announced by Cichoń, contains eight charges against Glapiński. These include irregularities in the central bank’s bond-buying program during the pandemic, as well as a sharp cut in interest rates before the last parliamentary elections. The chairman of the NBP denies any irregularities. Cichoń believes that the purchase of bonds required the consent of the Monetary Policy Council and the NBP Board of Directors. >We doubt whether such resolutions have been adopted

“The Most Controversial Attempt”
According to Bloomberg, the motion to summon the NBP president to the State Tribunal is “the most controversial attempt yet” to free state institutions “from the influence of the populists who previously governed to fully restore democratic norms.”
We cannot allow the president of such an important institution as the central bank to participate in a political dispute in a country that is trying to restore the rule of law after so many years.

Filing a request to summon the NBP president to the State Tribunal was one of the elements of the “100 details for 100 days” program announced by the Civic Coalition before the parliamentary elections.
In addition, the coordinator of the application regarding the TS for the President of the NBP demands the dismissal of Glapiński from his position, although his term of office expires in 2028.
I assume that this solution is possible and the best from the point of view of the security of our finances, i.e. the dismissal of Mr. Adam Glapiński from his position. I hope so, we’ll probably find out soon if it’s not a vain hope, but we’ll see. I hope it can happen anyway

The KO MP informed that the representative of the applicants regarding the application before the Court of Justice for Glapiński will be the chairman of the Civic Coalition club, MP Zbigniew Konwiński.
Cichoń attacks
Cichoń, chairman of the parliamentary committee on public finances, said that no one is banning the purchase of bonds by the NBP, but there are doubts about the purpose of such operations.
If they are used directly to finance debt, that is not allowed, especially in the formula in which the NBP has implemented it. If we look at the Treaty on the Functioning of the EU, there is art. 123, which effectively prohibits lending and deficit financing. It is true that it was financed as part of an open market operation, but we have the opinion of the Advocate General, which clearly indicates that such a purchase can be carried out in a time frame that allows the actual formation of the market price. Here we had no market price. These trades occurred on a day-to-day basis and reflected how much BGK and PFR were selling these bonds for.

According to Cichoń, the government’s actions during the pandemic were necessary, but this does not mean that they had to be carried out in a way that would violate the independence of the NBP.
We had to take action due to the extraordinary situation we found ourselves in and quickly make changes to the law. This has not been done. A formula was drawn up that was quite risky and contrary to constitutional rules (…). The formula of diverting expenditure outside the state budget is also a violation of the law on the part of the government. This is not allowed. The emergency situation we are facing does not justify these actions, as they could have been carried out differently

Cichoń, speaking about the alleged restoration of the rule of law by the December 13 Coalition, showed hypocrisy, because the current government is violating the rules of law, for example in relation to public media, prosecutor’s offices and courts. The PO MP’s allegations in the context of the pandemic are also quite absurd, as Poland has faced crises and the situation – as Cichoń noted – was “extraordinary”. As a reminder, the government has introduced, among other things, anti-crisis shields. Moreover, Cichoń’s words about “violation of constitutionality” reveal hypocrisy, because the actions of Donald Tusk’s team significantly violate the Constitution.
Moreover, one of the objectives of the attacks on Glapiński is to suspend him from his position as president of the NBP and, contrary to the law, to replace him with a person favorable to the new government. In the background, there are plans for the new president, together with the finance minister, to quickly submit a request to the ECB president to allow Poland to enter the ERM II corridor, or the eurozone vestibule. Ultimately, Poland would join the eurozone.
