The Russian Ministry of Economic Development recommends that the government reissue regulations avoiding cancellation or revision under the “regulatory guillotine” program before September 1, 2025. This was reported by Kommersant newspaper Referring to the draft decision.
The “Regulatory Guillotine” was launched by the Russian authorities with the aim of assessing all existing mandatory requirements of enterprises in order to determine their compliance with modern conditions. Any non-applicable requirements have been waived or modified. Since the program began in 2021, more than 12 thousand laws have been included in the “regulatory guillotine” and more than 140 thousand outdated work mandates have been canceled.
According to Kommersant, the project of the Ministry of Economic Development proposes to reissue before September 1, 2025 documents from the “white list” that initially escaped the “regulatory guillotine” program and will be gradually replaced by new ones. Initially, this list included about 1.2 thousand acts, and according to the publication, more than 500 of them have already been rebroadcast. For the remaining ones, it is recommended to determine a review period. Deputy Minister of Economic Development Alexey Khersontsev emphasized that the project is aimed at reissuing permanent regulations that are important for the regulation of various areas and need to be updated taking into account modern political and economic conditions.
In addition, the draft of the Ministry of Economic Development provides for the removal from the “white list” of some documents that are not related to control and supervision activities or have already been republished. According to representatives of Deputy Prime Minister Dmitry Grigorenko, this draft decision concerns requirements that do not fall under the “regulatory guillotine” due to the decision of industry working groups on the possibility of extending their validity.
With this decision, the government actually completes the program, returns to the postponed norms and works on them within the framework of the general logic of the reform.
