My promise is that when we return to government, if this is the decision of the voters, I will do everything I can to attract large and very large companies and entities from all over the world to cities, municipalities and poviats – stated the vice president Saturday. of Law and Justice, Mateusz Morawiecki.
PiS politicians on Saturday presented concepts related to local government policies during the program conference in the Sejm under the slogan “Republic of Local Government”, organized by the OdNowa RP Association.
As Morawiecki noted, “Poland is a polycentric country – we have many cities and towns.”
Morawiecki’s proposals
He argued that attracting companies from around the world will be key to solving many of the problems that small centers currently face.
The demographic problem and the problem of an aging society will be smaller. It will be relaxed because these entrepreneurs will ensure to attract new workers, including Polish emigrants from London, France and Germany

This will simultaneously increase the tax base and PIT tax revenues for the budgets of municipalities and poviats, and increase the CIT tax revenues for the voivodeships and management budgets. Finally, this will also force appropriate investments in cheap energy, nuclear energy, green energy and appropriate transmission networks, so that cheap, stable and secure energy becomes a capital and material resource for the appropriate development of the country.

Therefore, in many small cities you can attract and create headquarters of large companies. This is my agenda for the next decade. Make every effort to alleviate demographic pressure and the outflow of residents from municipalities, provinces and voivodeships

Cooperation with local authorities
In turn, the leader of the OdNowa Association and deputy head of the PiS club, Marcin Ociepa, spoke of the need to strengthen cooperation between the government and local government administration.
Poland and the right wing will not be successful if they do not become more open and understanding to self-government,” he said.
Among the demands of his association, he mentioned, among others: the issue of the establishment of the National School for Local Government.
The bill is ready. I do not rule out that we will introduce it this parliamentary term through a parliamentary legislative initiative. We need a sister university to the National School of Public Administration, but it is not aimed at training government staff, but at training local government staff. It is a huge challenge to ensure that they are trained to a high level
– said Ociepa.
We need a permanent seat in the Council of Ministers of the person responsible for local government, that is, the Minister of Local Government, not to create new posts, but to combine the powers of regional policy with the Ministry of Funds and Regional Policy, and on the other hand with the Ministry of the Interior and Administrative Affairs. Bringing these two sectors together under one minister

He added that a Council of Ministers and 16 Marshals should be established, meeting twice a year.
Finally, it is worth finding a place in the Senate for voivodeship marshals so that they can represent their voivodeship on a daily basis. 16 marshals out of one hundred senators will not disrupt relations between political parties and electoral processes, and will ensure that local governments have a stronger voice in the legislative process
– said the deputy head of the PiS club.
Morawiecki also commented on the local government’s program.
We can do it, we know how to do it. Unlike my successors and political opponents, who for the time being show that they can only make games and further insertions, sometimes about ambassadors, now about prosecutors, now about judges. But municipalities, provinces and cities will not be richer than this

As the former Prime Minister emphasized, he believes “in community and cooperation between government and local authorities.”
During the OdNowa association conference, Morawiecki also pointed out three major problems in the country.
I note three problems that affect not only local governments, but also the entire country: depopulation, the need to build a strong tax base, and the urgent construction of a stable energy infrastructure. This should be our program for the next ten years

The process of change initiated by the United Right must continue so that we do not stop halfway. Our basic goal is to establish a state in which our homeland will develop – starting from the family, through local governments, to the entire country.

The OdNowa Association was founded in 2021 by politicians involved in the Jarosław Gowin agreement in the past. Following Gowin’s resignation and the departure of his colleagues from the ruling coalition, Marcin Ociepa and MPs: Anna Dąbrowska-Banaszek, Grzegorz Piechowiak, Wojciech Murdzek and Andrzej Gut-Mostowy founded the OdNowa RP association in September 2021. Shortly afterwards, during the previous term of the Sejm, the head of PiS, Jarosław Kaczyński, announced that a political agreement had been reached between PiS and OdNowa on cooperation in a common club.
