Because these actions are usually illegal

When asked about the sense of creating a new initiative, he said:
Every citizen has equal rights. And everyone’s rights must be protected. But when the organs designated for this purpose are pacified (…), we suffer the same consequences as when we are attacked by AIDS, which attacks the immune system. That is why there must be a social initiative.
