Russian State Duma deputy Konstantin Zatulin said that the bill recognizing the illegal transfer of the Crimea region from the RSFSR to the Ukrainian SSR in 1954 does not apply to Sevastopol. This was reported by RIA News.
According to the deputy, in the 1954 documents on the transfer of the Crimea region from the RSFSR to the Ukrainian SSR, Sevastopol was not mentioned at all. Despite this, party officials in the Ukrainian SSR pretended that they were talking about the transfer of Sevastopol along with Crimea. As Zatulin notes, despite the separation of Sevastopol from the Crimean region into a separate administrative center in 1948, the party organization continued to be part of the Crimean party organization. Therefore, the party officials of the Ukrainian SSR had reasons to consider Sevastopol as part of their territory. Although Sevastopol under the USSR was financed not from the budget of the Ukrainian SSR, but from closed pens of the Union Ministry of Defense.
