After a meeting with the Deputy Speaker of the Sejm, Włodzimierz Czarzasty, Marshal of the Sejm Szymon Hołownia admitted that the dispute over draft laws on abortion had been resolved. “I cannot say today with 100% certainty that there is a majority (…), but I can say that there is a chance that on April 11 all these projects will be referred to the extraordinary committee,” said the leader of the Poland 2050 party during a press conference in Sejm. It seems that Hołownia has succumbed to the pressure from the left.
On Friday, Hołownia held a meeting with the co-chair of the New Left. As he reported to journalists in the Sejm, on the occasion of Women’s Day, he visited the ladies at the deputy marshals’ office, and at the same time had “a very good conversation” with Tzarzasty.
When asked by one of the journalists whether the crisis had been averted, the Marshal of the Sejm replied: “yes”.
Has Hołownia reached an agreement with the coalition partners?
April 11, which I have proposed as the date for the consideration of all four bills submitted to the House regarding changes to the abortion law, has a very good chance of going down in the history of the Polish Parliament as the first in almost thirty years. 1996, the day on which possible changes to the abortion law were passed on second reading. They were not rejected at first reading
– said Hołownia at the beginning of the press conference in the Sejm.
Since 1996, all bills on abortion legislation in this House have been rejected in the first reading.
– added.
The Marshal of the Sejm announced that he had “discussed extensively with representatives of all groups” about the draft laws this week.
Today I cannot tell you with 100% certainty that there is a majority (…), but I can say that there is a chance that on April 11 all these projects will be referred to an extraordinary committee, which the Sejm will naming this purpose, calmly remember that they will not be thrown in the trash
– said the leader of the Poland 2050 party.
Dispute in the government of Donald Tusk
On Tuesday, Tsazarzasty accused Konfederacja and Trzecia Droga of blocking his motion at the Sejm Presidium to proceed with draft laws on abortion during the current Sejm session (March 6-8). As he indicated, three people were in favor of the motion: himself and two deputy marshals of PO: Dorota Niedziela and Monika Wielichowska, while the Marshal of the Sejm, leader of Poland in 2050 Szymon Hołownia, and deputy marshals Piotr Zgorzelski (PSL) and Krzysztof Bosak (Confederacy) was against.
Earlier in the day, the Marshal of the Sejm, Szymon Hołownia, announced on TVN24 that he had decided to go ahead with abortion laws in the Sejm on April 11, just after the first round of local government elections. He then said that he would submit such a recommendation regarding the date to the Presidium of the Sejm and the Seniors’ Convention. Hołownia emphasized that he did everything he could to ensure that the Sejm took these projects seriously.
No legal advice
The Deputy Chairman of the Sejm, Krzysztof Bosak (Confederation), also commented on the issue of the progress of the projects. According to him, “nobody is willing to deal with this during this session of the Sejm.” He emphasized that he was the only member of the Sejm Presidium who requested legal opinions on the drafts of these laws and only received them on Wednesday, and “it amounts to more than 100 pages of text.”
During the previous Sejm Presidium, Bosak asked the Speaker of the House of Representatives or the members of the Presidium for legal opinions on abortion-related projects. According to the politician, “no one ordered anything.”
I was the only member of the Presidium who applied to the Sejm Analyzes Bureau for legal advice on, for example, the compatibility of these projects with the Constitution, and only today did I receive it
– said the deputy chairman of the Sejm on Wednesday.
Bills that affect unborn children
Last November, the left submitted two bills to liberalize abortion regulations. One of them partially decriminalizes abortion and its assistance, the other allows termination of pregnancy until the end of the twelfth week of its duration.
End of January this year. A project by a group of MPs from the Civic Coalition parliamentary club was submitted to the Sejm. It is assumed that a pregnant person is entitled to health care in the form of termination of pregnancy during the first twelve weeks of pregnancy.
In addition to these projects, Trzecia Droga (PSL and Polska 2050) submitted a bill to the Sejm at the end of February that reverses the Constitutional Court’s 2020 ruling on abortion regulations. TD politicians also announced a proposal for a referendum on this issue.
It appears that Hołownia and Tsazarzasty reached an agreement during a short meeting on four draft laws affecting the protection of the lives of unborn children. Has the leader of Poland 2050 succumbed to pressure from the left? The day before, Marta Lempart also demanded Hołownia’s resignation and called on women to demonstrate in front of his party’s office.
