Elections will not change Xunta’s position on financing

Galicia arrives at 18F with a very clear scenario, but ultimately it only allows for two options: either PP will keep Xunta alone, or BNG will achieve the comeback with the support of PSOE. As seen in the campaign, they are two almost opposite management models. But no matter what happens on election night, there is one issue that will not change: Regional financing. Galicia’s position in the debate on reforming the distribution system will remain the same. As of Monday, it doesn’t really matter whether the resident of Xunta is Rueda or Pontón; The theses of these parties on the model of distribution of State resources are very similar, and both advocate the continuation of the current “status quo”, which benefits this region and harms the Valencian Community.

The election programs of the PP and the BNG are clear in this regard: both agree that public services are more expensive to maintain in depopulated, geographically dispersed and aging regions such as Galicia, and should therefore be given greater weight in the weighting regarding the distribution of resources.

The coincidence in the financing of ideologically opposing entities is not an anomaly unique to Galicia. Although with nuances and counter-accusations, this also happens in the Valencian Community – except for Vox, which is the only power to break the consensus – and in almost every region in the country, because this debate revolves around the regional rather than the political axis. One. That’s one factor that further complicates options for reaching agreement in Congress on reforming the model, which has expired since 2014.

Al no estar perjudicada por el sistema en vigor, el debate de la reforma de la financiación tiene mucho menos peso en la política gallega que en la valenciana. Con todo, el PP de Feijóo se ha movido los últimos años, impulsado desde la Xunta el conocido como «frente norte», una alianza entre autonomías del norte peninsular que persiguen que el mecanismo compense todavía más factores como la dispersión geográfica o el envejecimiento.

Algo que discuten, además de los expertos, los gobiernos autonómicos de la Comunitat Valenciana, Murcia, Andalucía y Castilla-La Mancha (tres de ellas en manos de gobiernos del PP), las comunidades que reciben transferencias por debajo de la media y que abogan por reformular los cálculos para el reparto justo en el sentido opuesto, dando más peso a la población total.

Aunque la posición gallega en financiación seguirá inmóvil, quien presida la Xunta sí que puede ser relevante para la postura que adopte el Consell de Carlos Mazón, ya que un gobierno de BNG y PSOE permitiría una mayor beligerancia contra este bloque norte, en el que además de Galicia se integran Aragón, Castilla y León, Extremadura, La Rioja, Cantabria y Asturias.
