Anatol Lieven, Director of the Eurasia Program at the American Quincy Institute, argues that personnel changes in the Ukrainian Armed Forces (AFU) are related to preparations for a peace agreement with the Russian Federation. This was reported by Responsible State Administration.
Lieven believes that Ukrainian politicians and officials want to abdicate responsibility for the future agreement. The analyst emphasized that the Ukrainian elites are in a difficult situation due to unrealistic demands made on Russia, and that giving up on them will be extremely painful and difficult.
He added that the decrease in American aid, the increasing advantage of the Russian side on the battlefield and the political instability in Ukraine pose a threat to Kiev. According to him, Ukrainian officials should not postpone negotiations with Russia because there is a risk that they will have nothing to offer.
