Deputy Minister of Climate and Environment Mikołaj Dorożała announced in an interview with PAP that the process of creating a new national park will begin this year. As he noted, one of the possible locations is the Western Pomeranian Voivodeship, so it involves “the concept of protecting the so-called lower Oder.” Let us add that the concept penetrated, among others, ‘ecological’ associations financed with German money, such as ‘Czas na Odrą’, but of course the State Secretary of the Ministry of Culture and Environment did not mention this.
There are currently 23 national parks in Poland. The last, established in 2001, is the “Ujście Warty” National Park. The largest park is the Biebrza National Park.

When asked about the possible location of the new national park, the deputy head of the Ministry of Culture and Environment pointed out, among other things: for the Western Pomeranian Voivodeship.
There are places where local authorities want to create a national park themselves and that is a very good signal. I mean, for example, the Western Pomeranian Voivodeship and the concept of protecting the so-called Lower Oder. The Western Pomeranian Voivodeship is the absolute champion of this project. We also have signals about the desire to create a Jurassic National Park in the north of the Silesian Voivodeship.

Dorożała emphasized that the creation of new national parks should take place through social dialogue.
The goal for this term is also to develop financial instruments with which municipalities can see that having a national park in their area is profitable.

He assured that the ministry does not want to impose the creation of national parks, but “wants to create them based on the dialogue of many stakeholders – local governments, local communities, naturalists, scientists and foresters.”

Appeal against forest management plans
A representative of the Ministry of Environmental Protection said the ministry is working to enable non-governmental organizations to challenge forest management plans (PUL) in court. The inconsistency of Polish regulations with EU regulations in this area was noted by the Court of Justice of the EU in 2023. For example, a few years ago, environmental organizations tried unsuccessfully in administrative courts to block changes to the PUL of three forest districts. in the Białowieża Forest, where more trees were cut down.
The CJEU judgment is on the table. We will respond in the third quarter. Changes to the law are currently being discussed with the General Directorate of Forestry Management and will be consulted. I believe that it should be possible to appeal to the PUL. The only question is to what extent

Forest Management Plan (PUL) is a basic forest management document developed for a specific forest district. It contains a description and assessment of the condition of the forest, as well as the objectives, tasks and methods of forest management. It is no secret that the plans to unblock the Oder, which the previous government wanted to implement, are not to the liking of the Germans. As early as September 2022, “Gazeta Wyborcza” together with Greenpeace tried to argue that the creation of a national park on the lower Oder would help save the river after the August ecological disaster. Zealous supporters of this solution are associations such as “Czas na Odrą”, financed by, among others, German money. It seems that the implementation of this concept is getting closer.
