We will change the provisions in the general terms and conditions of the contracts of the National Health Fund with the departments of gynecology and obstetrics. The head of an institution contracted by the National Health Fund must ensure termination of pregnancy in accordance with Polish law, Health Minister Izabela Leszczyna said. Earlier, Katarzyna Kotula, the ‘minister’ of equality, spoke of ‘taking consequences’ against hospitals that refuse to kill unborn children.
Leszczyna threatens to break contracts
During a press conference on the safety of women’s health, Minister Leszczyna recalled, among other things, that Polish law provides for the possibility of carrying out an abortion when the pregnancy poses a threat to the life or health of the woman or when it is the result of a crime (rape). , incest).
We must remind all doctors that an appeal to art. 39 of the Act on the Profession of Doctors and Dentists, i.e. the article stating that a doctor may refrain from performing a certain medical procedure, may be applied, but never when the health or life of the patient is in danger. This is what Art. say. 30 of the same act
– said Leszczyna.
She emphasized that “if we are talking about a threat to a woman’s health or life, the doctor cannot refer to the so-called conscience clause.
In this context, the head of the Ministry of Health announced a change in the provisions contained in the general terms and conditions of contracts between the National Health Fund and the gynecological and obstetric departments. She stressed that the contract “must state very clearly and precisely that (…) the head of the institution that has such a contract with the National Health Fund must guarantee the termination of pregnancy in accordance with Polish law.”
She added that “there will be no lists of hospitals where termination of pregnancy is performed and of hospitals where it is not.”
If you want to enter into a contract with the National Health Fund, you must provide a package of benefits for which you receive money. Otherwise you simply don’t have this contract
– Leszczyna noted.
Katarzyna Kotula, the ‘minister’ of equality, spoke about taking action in this area shortly after the government was formed, in December 2023.

The morning-after pill is available for children
At a press conference in Warsaw on the safety of women’s health, the head of the Ministry of Health said that “emergency contraception is available in all countries of the European Union and in the vast majority of countries in the world.”
The tablet we would like to introduce for over-the-counter use is ellaOne, which contains ulipristal acetate. This active substance does not abort, but prevents fertilization
– said Leszczyna.
We want the pill to be available without a prescription from the age of 15, because, according to the views of obstetricians and gynecologists, a girl reaches full sexual maturity
– Leszczyna added.
She added that it was very important for the woman to take the pill as soon as possible.
The need to go to the doctor only prolongs the entire procedure, and in these types of situations time is very important
– added Leszczyna, stating that “if we don’t want unwanted pregnancies in Poland, we need education in schools.”
Health prevention in schools is necessary not only so that students get to know themselves, that is, their psyche, body and organism, but also so that they can manage their time, eat healthy and have self-awareness, which is necessary, among other things. in the field of sexual and reproductive health
– said the head of the Ministry of Health.

HPV vaccination is a ‘passport to health’
Leszczyna also spoke about HPV vaccinations for children – girls and boys. She said the ministry cannot yet boast of spectacular successes in HPV vaccination for 12- and 13-year-olds.
We have very few vaccinated people
– said Leszczyna, adding that girls and boys are covered by the free vaccination program.
Let’s talk about the fact that it’s not just about girls, but about boys too
– adds the minister and states that the low number of vaccinations is caused by too little information being distributed.
It seems that promoting, raising awareness and educating society, parents, but also children about the fact that (…) we can avoid cervical cancer, which kills 2.5 thousand people every year. women, is extremely important. This can give our children (…) a ticket to health in this regard and it is worth it
– said Leszczyna.
I would like to expand the scope of these vaccinations again to include younger children as well
– she announced.
Vaccinations in schools?
She added that in addition to the promotion that the ministry will start in many media – on the Internet and on television – there is also a lot to do on an organizational level.
I have had discussions with Minister Nowacka. We would like these vaccinations to take place in schools. Naturally, we are aware that a parent must be present at every medical procedure performed on his or her child. I think it can be organized and we certainly want to do that
– said Leszczyna.
Project “Safe, conscious self”
The head of the Ministry of Health presented a project for women “Safe, aware self”. As she said, it aims to make women of all ages feel safe when it comes to protecting their health.
Part of the project is an in vitro program.
From the beginning of February, a team will work to develop accessibility criteria for the program for patients, but also accessibility criteria for healthcare institutions that want to participate in this project.
– said Leszczyna.
She emphasized that the Ministry of Health will allocate at least half a billion zlotys for this purpose every year.
We start on June 1
– she announced.
Leszczyna also drew attention to the issue of oncofertility.
This is something that is very important for young people who want to have children but have to undergo oncological surgery
– explained the minister. She announced a major educational, informational and awareness campaign that you can be a parent despite cancer.
Leszczyna also announced that prenatal testing will be available to all pregnant women.
They will be performed using state-of-the-art methods and will not be invasive
– said Leszczyna.
