The plan calls for Hamas to first release all civilian hostages in exchange for Israel releasing several hundred Palestinian prisoners from prison and withdrawing its troops from towns in the strip, as well as allowing freedom of movement in the area and allowing a doubling of humanitarian supplies. . The second part of the agreement involves exchanging captured Israeli female soldiers for Palestinian prisoners. The third part of the plan implies that Hamas will release all detained Israeli military personnel, and in return, Israel will be forced to withdraw some of its military units from the Gaza Strip.
