Zielińska’s behavior caused a firestorm on the Internet, and her boss also seems surprised.
Overzealousness or indiscretion
An informal meeting of EU Environment Ministers took place today in Brussels. Poland was represented by Deputy Minister Urszula Zielińska, who called on everyone to strengthen the community’s climate policy. As she stated, the EU “must adopt absolutely ambitious targets and we must adopt a 90% emissions reduction target.”
We must do this in a constructive way, taking into account the social aspects (…) So far, only Denmark has clearly supported the 90% target, and Bulgaria said last week that the EU should at least “take this intention seriously” discuss”
– said Zielinska according to the Onet portal.
However, this is not the end: Zielińska stated on behalf of the entire Tusk government that she will support and not block plans that will accelerate, that is, tighten, climate policy.
If agreed, we will do everything we can to achieve this goal. The new government led by Donald Tusk will no longer block EU climate action, as was often the case under the previous government (…) We are now not achieving safe climate goals, so we must accelerate. We are in this together. The rest of Europe can count on Poland to step up its efforts in this area

Tusk’s speech on behalf of the entire government dismayed her boss, the Minister of Climate and Environment Paulna Henning-Kloska, who quietly distanced herself from Zielińska’s speech.
Minister Urszula Zielińska’s position is not an official position of the Polish government, but as I understand it it is a statement of openness in the negotiations.
The question remains whether Zielińska revealed Tusk’s hidden plans too early – as was the case with the Windmill Law – or whether it was rather her “European overzealousness”.
