In the first edition of the program “19.30”, which appeared after the TVP Info signal was turned off and the public media was pacified, known as depoliticization, Marek Czyż offered viewers clean water instead of propaganda soup. So far the product is completely indigestible and in the production of this water the authors forget to inform the viewer who is the author of the solutions praised by the program.
On January 2, “7:30 PM” offered viewers material about the support benefit that came into effect on January 1. Unfortunately, viewers did not learn that the law was drafted by the Law and Justice government in the summer and signed by President Andrzej Duda.
The new year also saw important changes come into effect in the method of awarding healthcare allowances. The amount is higher and the work ban for parents or guardians of people with disabilities who receive the benefit has been abolished. They admit that they have been waiting for this moment for a long time, but it should have become the standard a long time ago
– Joanna Dunikowska-Paź, the presenter of the program, announced in “bialya”.
Of course, there is no mention of the fact that the United Right government has introduced the regulations that parents and guardians of people with disabilities have been waiting for for a long time. At this point, everything sounds as if the new regulations are the result of the December 13 coalition.
The material begins with the story of Nela, who cannot walk or talk. Doctors diagnosed her with a rare genetic condition called Grouchy syndrome. Nela’s mother explains that the six-year-old girl is a three-month-old baby. We hear that the parents have been watching over the girl day and night for six years. In order to provide her with 24-hour care, Mrs. Ewa had to give up her job.
Feeding, even playing, walking, we have to do all this, because Nela is a person who is completely dependent on someone else.
– explains the girl’s mother.
We further hear that caregivers of people with disabilities have until now not been able to work in order not to lose their care benefits, and the expert explains that living solely on benefits forced families to live on the minimum subsistence level.
The healthcare benefit is almost PLN 3,000. From January 1, parents of children with disabilities who return to work will not lose their right to work, regardless of their income
– we’ll hear more.
And expert Adam Zawistny from the Institute of Independent Living explains:
It is certainly an international direction of human right, just like in other European countries.
To date, we still do not know who the author of the new regulations is. And here finally comes the information:
The new rules for healthcare benefits were adopted by Parliament in the previous parliamentary term. To download them and work at the same time, you must submit an application.
Not a word about the fact that the regulations were created in the former Ministry of Family and Social Policies (now the Ministry of Family, Labor and Social Policies) under the supervision of the former Government Plenipotentiary for People with Disabilities , Paweł Wdówik, or at least that they were prepared by the PiS government and that the law was signed by President Duda. Why confuse people with such a message? Further in the material you will find information on how to apply.
I was looking forward to this moment, I must admit. 7 years.
– says Nela’s mother.
And it all sounds like the new regulations are thanks to the new administration.
Locked within four walls, healthcare providers felt excluded for years
– informs the narrator.
When someone locks themselves at home and takes care of the child alone, the focus on the child’s illness disappears
– explains Nela’s mother.
Then psychologist Grażyna Skoczek draws attention to the therapeutic value of the fact that parents and guardians can work, and of course it is impossible not to agree with her. The material further notes the positive impact of the new regulations on the economy and the fact that parents and guardians of people with disabilities will be able to work. We also find out what Nela’s mother will be doing professionally, as she plans to return to work as soon as possible.
Why is there no mention in the material of the PiS government that drafted the regulations? Maybe because Donald Tusk would be furious because he actually said that
I get furious when I hear: “Maybe PiS is bad, but…”
It was supposed to be bad and it was, so he couldn’t prepare anything good. Even long-awaited solutions.
It is worth adding a handful of facts about the new solutions to the “7.30” material. The new regulations arise from the Support Benefits for People with Disabilities Act. This law rebuilds the existing system of benefits for people with disabilities and their guardians by introducing a new benefit into the legal system from January 1, 2024: a supporting benefit. Attention! This was not mentioned in “7.30” – this benefit is addressed directly to a person with a disability, thus objectifying him.
According to the law of the PiS government, the support benefit goes directly to adults with disabilities. Its amount will be related to the amount of the social pension. The amount of the benefit is determined, among other things, by: the ability of a person to independently perform specific activities or tasks related to daily functioning or his or her age (determined in points). The social assistance benefit is paid by the Social Insurance Institution. The law stipulates that the support benefit amounts to 40% or more. up to 220 percent social pension – depending on the level of support need. Decisions determining the level of support need will be made by provincial disability assessment teams at the request of people with disabilities.
However, from the point of view of the guardians of people with disabilities, usually women – mothers, another part of this law is crucial, because it completely changes the current legal situation. This concerns healthcare services. Firstly, the amount will be paid to the guardian of a disabled person for each eligible child with a disability in the family, and not just for one child, as has been the case until now. Second, the currently applicable requirement to resign or not return to work to care for a person with a disability has been eliminated. This means that a healthcare provider who receives a healthcare allowance has the opportunity to earn unlimited extra money. This argument has been made many times during protests by people with disabilities and their guardians. Until now, caregivers of people with disabilities (usually women) have simply been excluded from the labor market. This is a fundamental and crucial change.
