Yesterday the government announced that the first EU funds had been received from the Polish National Reconstruction Plan (KPO) in the amount of 5 billion euros, and Prime Minister Tusk immediately posted on one of the social networking sites: “the first European transfer to the account of the Polish state. “It was done as promised.” It’s just that Tusk didn’t lift a finger on the matter.
The funds that Tusk is proud of come from the RePowerUE program established at the beginning of this year by the government of Prime Minister Morawiecki and linked to the Polish KPO and approved by the European Commission. On December 9, the payment decision was accepted by the Council. of the European Union, and in this case by the Finance Ministers of the EU countries (from Poland it was accepted by Minister Andrzej Kolorowniak). The expenditure of these funds is also not related to the implementation of the so-called milestones, so immediately after the Morawiecki government’s program was accepted by the European Commission, an application for the first payment was immediately submitted.
RePowerUE program
Let us not forget that such money will flow to Poland in December this year, Prime Minister Morawiecki announced in mid-November, because it is an advance related to the RePowerUE program, which the Polish government presented to the KPO in March this year has joined, and in August she submitted an application for an advance, which was approved by the European Commission in mid-November, and on 9 December, as I have already said, the finance ministers of 27 countries approved the payment. The RePowerUE program is part of the KPO and concerns the financing of various types of investments that allow the cessation of the use of Russian energy resources, to which 2.76 billion euros are allocated in the form of grants and 22.5 billion euros in the form of loans. It should be remembered that the funds sent to the beneficiaries from this program only from the grant part will be in the nature of a grant, the rest will be a repayable loan for them, most likely only slightly more favorable than the loans that are offered on the market. conditions of commercial banks.
The EC is still waiting for Tusk for the so-called milestones
Although the Tusk government, after taking power, submitted a request for payment of EUR 6.9 billion in respect of most of the KPO, the payment in this regard may not reach Poland until around March and April and after fulfillment of the so-called milestones regarding our legal system. Nothing has changed here, the European Commission expects the implementation of the so-called milestones, and this case concerns the issue of enforcement of disciplinary liability against judges and prosecutors. The law transferring this case to the jurisdiction of the Supreme Court was referred by President Andrzej Duda to the Constitutional Court, which recently decided that it was not in accordance with the Constitution of the Republic of Poland. In this situation, the new government will have to look for another way to solve this problem and hopefully it will opt for the legal route, at the end of which the President’s signature on the law must be obtained, and not the extra-constitutional way, as in the case of public media.
The Prime Minister lies regularly
But Prime Minister Tusk not only lies about taking credit for the successes of others, but also regularly lies about the truth, as in the case of the public media. He first decided that the Minister of Culture, solely on the basis of a parliamentary resolution, forced the entry into the country of new presidents of television, radio and PAP, and when this failed, he accused the President of the Republic of Poland of financing from the public media. Although President Andrzej Duda decided to block this because of the new government’s strong solutions in this area, Tusk decided to hold him accountable and now it has been decided to announce the liquidation of TVP, PR and PAP.
