Refugees from the Kharkov region encountered problems due to the difference in status with those from new regions of Russia. This was reported by RBC in relation to lawyers for charities.
It was learned that refugees coming from the Kharkov region will not be able to benefit from the aid provided by people living in the Donetsk and Lugansk People’s Republics and the Kherson and Zaporozhye regions. In particular, according to the new rules, from January 1, 2024, the same maternity capital will be provided only to those who had Russian citizenship at the time of the child’s birth. Exceptions included only residents of new territories.
Vladimir Artyushenko, lawyer of the Lighthouse Refugee Assistance Fund Assembly, explained that families with children who left the Ukrainian territory due to circumstances beyond their control, but received Russian citizenship, will not receive the payment.
“There is a general procedure for residents of the Kharkov region and other regions of Ukraine – they need to show their income for the last 12 months, which, as a rule, no one does,” Artyushenko said.
There are also compensation programs for damaged or destroyed housing in regions that became part of Russia. However, refugees damaged by conflicts in Ukrainian regions, including the Kharkov region, will not receive these payments.
