wPolityce.pl: Can you compare the statements of Mateusz Morawiecki and Donald Tusk?
Dr. Jan Parys: It’s easy because there are clear differences between these speeches. In short, the first was factual and the second was emotional. One defined the challenges facing Poland, the other was to create a psychological mood that would facilitate the takeover. It was a clash between long-term vision and current approach. Mateusz Morawiecki also defined the country’s development instruments, such as CPK or nuclear energy, which investments are a prerequisite for the country to become modern. If Mateusz Morawiecki were to speak during the election campaign, as he did on December 11, 2023, PIS would likely win the election. However, when I listened to Donald Tusk, I had the impression that I was listening to a sermon and not a speech by the Prime Minister.
What can we remember from Donald Tusk’s speech?
Donald Tusk’s speech provided no information about what exactly his government would do. It contained no program for Poland, no defined problems to be solved. It seems that it is important that new people take power and that is enough to make the country better. It was also a look at the country through the prism of ministries and not through problems, i.e., as during the Polish People’s Republic, there was no indication of priorities.
What struck you most about Donald Tusk’s speech?
My attention was drawn to the announcement that the most urgent matter for Donald Tusk, immediately after taking the oath, is the convening of the College for Services. So he talked a lot about love and community, but he sees service as the main tool of his power.
Donald Tusk’s coalition talks a lot about the rapid takeover of public media, the takeover of state-owned companies in accordance with the law as we understand it, and the forcible seizure of the National Bank of Poland.
I would like to remind anyone who wants to take power without the applicable legislation that such a case has already occurred, namely in February 2002 the head of the Ministry of the Interior, the head of the Ministry of Justice and the head of the Investigative Directorate of the UOP gathered in Prime Minister Miller’s office. This group decided that there was no need to follow the law and procedures. It is better to simply arrest difficult people and thus force supervisory boards to remove them quickly. It ended with the head of the Ministry of Internal Affairs being sentenced to one year in prison and the head of the UOP board of directors to ten months in prison. Therefore, taking power by force is not only a political shame, but also a crime.
Is December 12, 2023 the day of Donald Tusk’s success?
Formally it is of course a success, because taking over the position of Prime Minister is a success. But in this case the context is special. Donald Tusk has been competing with Jarosław Kaczyński for years. We know that the Platform received fewer votes than PIS in the last elections. Secondly, Donald Tusk became Prime Minister only by the grace of his coalition partners, whom he tried to subdue not so long ago, but failed. After all, he knows that he will be under pressure from the European People’s Party, which supported him and now expects gratitude, that is, taking into account their interests and not our Polish ones. Therefore, I would say that this premiership for Donald Tusk is quite bitter and will be a source of frustration that will quickly turn into aggression, the symptoms of which we have already observed during the unmasking.
How is Donald Tusk treated abroad?
A feast of smiles will greet him in Brussels. Congratulations will also take place outside Brussels because this is a diplomatic custom. However, remember that from December 15, 2023, Donald Tusk will have to look at the anti-missile shield in Redzikowo, the construction of which he blocked after talks with Vladimir Putin. And he’ll have to put on a good face, even if he once didn’t want the shield so much that he preferred to screw up relations with the US instead of Russia.
How did ordinary citizens experience the change of government?
Sociological research in recent weeks has shown that the majority of citizens want the PIS program to continue without PIS power. This is also proven by the results of the elections and referendum of October 15, 2023. Consider how many millions of people listened to and participated in Jarosław Kaczyński, and how many citizens listened to Donald Tusk’s call and boycotted it. This means that PIS is a group with an image problem. However, it will be difficult for the Platform to deny the current direction of the country’s development without losing public support.
What do you mean?
Emotions are a bad advisor in politics and economics. An example of this were calls from Platform politicians to boycott Orlen stations. I understand that they hate Orlen because it is a company that symbolizes economic success, dynamism and modernity from times they consider cursed. But the general public is wiser than these politicians, because they believe that it is not a party company, but a Polish company from which they are proud. Citizens expect care for the company, which is a common good. You cannot throw the SMR project in the trash just because the investments in Orlen were prepared during the PIS era. It cannot be announced that the aim of the new government is to destroy everything that has been built over the past eight years.
