At the end of November, after the October parliamentary elections, President Andrzej Duda swore in the new government of Mateusz Morawiecki, formed after the parliamentary elections in the so-called first constitutional step.

The second constitutional step

A candidate for prime minister can be nominated by a group of at least 46 MPs.
After a break and the nomination of candidates, the MPs proceed to elect the Prime Minister in the so-called second constitutional step – arising from the scheme of the Sejm. Then a debate will take place, and at 20 – votes on the election of the Prime Minister. The Sejm elects the Prime Minister and the members of the Council of Ministers nominated by him by an absolute majority of votes in the presence of at least half of the legal number of deputies.
Last Thursday, the Sejm amended its regulations so that voting in the so-called The second constitutional step was carried out using vote counting devices and a show of hands. Previously, the rules provided for the election of the Prime Minister through signed ballot papers placed in the ballot boxes.
On Tuesday, December 12 at 9 a.m., the new Prime Minister will present the action program and the composition of the government, together with a proposal for the election of the Council of Ministers. On Friday, the head of PO Donald Tusk – after meeting with candidates for ministers in his future government – expressed the hope that the swearing-in ceremony of the new government would take place on Wednesday, December 13. “Not because I feel rushed, but just a few hours later very important decisions from the point of view of Polish interests will be taken in Brussels,” the PO leader emphasized. Tusk emphasized that the discussions during the European Council will cover, among other things: Ukraine and the situation at the border with this country.
The European Council will meet in Brussels on 14 and 15 December. In November, the head of the President’s Office, Marcin Mastalerek, when asked who would go to the December summit, emphasized that who would be the prime minister.

On November 27, President Andrzej Duda appointed a new government of Mateusz Morawiecki, established after parliamentary elections in the so-called first constitutional step.
