I would like to see the Clean Transport Zone being introduced in Warsaw become a little bigger. It is so small and there are so many exceptions that we practically do not notice it – said Urszula Zielińska (KO) on Friday in the PAP Studio. According to her, clean transport zones should be created in the most polluted cities.
On Thursday, the Warsaw Council, with the votes of KO council members, adopted a resolution on the Clean Transport Zone (SCT), which will restrict car traffic in the capital from July 2024; assumes an entry ban for diesel cars over 18 years old and petrol cars over 27 years old. SCT will cover Śródmieście and parts of the city’s central districts.
It is good that such a zone (STC) has been introduced. It’s a shame that this happens on such a small surface. We must be more ambitious in this area. It’s good that it is there, we will get used to it and ask for more
– said KO MP Urszula Zielińska, co-chair of the Green party, in the PAP Studio.
Such a zone should be created in the most polluted cities, and in Poland unfortunately many, if not most, cities have tragically toxic air.

When asked about the elderly who cannot afford to replace their cars, the KO MP noted that “these people can get there faster today by suburban train.”
They don’t look for a parking space for 20 minutes, they don’t pay for parking. We should encourage these people to come to Warsaw by public transport. And this commute will be cheaper
– Zielińska noted.
I would not dramatize this Clean Transport Zone. It will be so small and there will be so many exclusions that we will not feel it as residents or as guests coming to Warsaw.

Tusk’s travels
MP Zielińska also assured that she would encourage the head of the PO, Donald Tusk, to travel to Sopot by train and not by government plane.

According to the adopted resolution, people living in the SCT area and paying taxes in Warsaw will be exempt from complying with the zone’s requirements until January 2028. After that, they will no longer be able to drive within the zone with a diesel vehicle older than 13 years or a petrol car older than 22 years.
An additional exception has also been introduced for seniors (people who will turn 70 in 2023), provided they owned their vehicle before the adoption of the SCT resolution. This means that people over the age of 70, after meeting certain conditions, will be exempted indefinitely from the rules applicable under SCT.
Additional exceptions to the STC requirements are provided for vehicles that meet one of the following categories. Legal exclusions: services (e.g. ambulance, police, fire brigade, border guard), vehicles used by people with disabilities, other (e.g. school bus with ride). Municipal exclusions: antique and historic vehicles – special vehicles that meet the definition used by insurers (e.g. breakdown assistance, hearse) are excluded from the ban. Occasional municipal exemptions: arbitrary cases, for example travel to a hospital, doctor, place where the Matura exam is taken (pass can be used 4 days per year).
