The bill amending the law on crowdfunding-financed financial support for business enterprises and assistance to borrowers was submitted by the Polish 2050-TD group of parliamentarians at the end of November.
According to the project, loan waivers would be available in 2024 if the borrower’s expenses related to monthly mortgage payments exceed 40%. average monthly income.
Who is the project addressed to?
The authors of the project indicated that the designed solution will ensure that the suspension of loan repayments will benefit households for whom the burden of repaying the higher loan repayments is very high and who are unable to make repayments to pay loans and cover other obligations.
The introduction of such a restriction is socially just, because the support should go to people who really need it and in accordance with the demands of economists.

In mid-November, the government’s draft amendment to the law on credit holidays was submitted to the Sejm and re-adopted by the Council of Ministers. It is proposed – compared to the applicable regulations – to introduce restrictions on the list of persons entitled to the suspension of loan repayments. In principle, borrowers would be entitled to this right if the capital amount of the loan granted to them did not exceed PLN 400,000.
In the case of a higher amount of capital, but not exceeding PLN 800,000, suspension of the repayment of the loan would be possible if the ratio between the costs associated with the monthly capital and the interest payment of the loan and the average monthly household income of the borrower is higher than 50%. .
It was indicated that such a solution reflects the conditions that allow the borrower to benefit from the assistance of the Borrower Support Fund.
The borrowing holidays will take effect from mid-2022. In both 2022 and 2023, borrowers could suspend the repayment of four mortgage installments per year, but the previous regulations did not provide for restrictions on the amount of the loan.
