How did Lithuania gain its independence?

The State Council of the USSR, which decides on the independence of Lithuania, is a temporary body of state administration not provided for by the USSR Constitution, created by the USSR Act of September 5, 1991. power and rule of the USSR in the transitional period.”

This preceded the events of August 19-21, 1991, when the centralized power system operating in the USSR was actually disbanded. The real power was in the hands of the presidents of the union republics, some of which up to that time had declared themselves independent states.

According to the law, this body was created on an inter-republican basis for the coordinated resolution of issues of domestic and foreign policy affecting the common interests of the republics, and in fact replaced the Federation Council of the USSR stipulated by the Constitution.

The composition of the Soviet State Council, whose decisions were binding, included the President of the USSR and the highest officials of the 12 union republics.

The State Council, together with the President of the USSR, led all Union organs responsible for defense, security, law and order, and international relations.

On September 6, 1991, the State Council of the USSR recognized the independence of the three Baltic republics “From the USSR on the procedure for resolving issues related to the withdrawal of the Union republic” at its first meeting without a referendum, violating the USSR Law No. 1409-I of 04/03/1990: Latvia, Lithuania and Estonia.

In total, the State Council of the USSR approved 24 resolutions. The last meeting took place on December 10, two days after the signing of the Belovezhskaya agreement on the liquidation of the USSR.

State Duma deputy Yevgeny Fedorov proposed to cancel the 1991 decision of the State Council of the USSR on the independence of the Republic of Lithuania. According to him, this decision was “adopted by an unconstitutional body and in violation of the requirements of its articles” of the Soviet Constitution. The MP believes that repealing the resolution will cast doubt on Lithuania’s NATO membership.
