wPolityce.pl: Prime Minister Mateusz Morawiecki yesterday – as announced – appointed a new government that is different from before. Where do you see the advantages of the new cabinet and do you think it can actually win a vote of confidence?
Ph.D. Krzysztof Szczucki: It should be noted that the composition of the new government is truly expert. These included specialists and people with appropriate training who dealt with individual departments of government administration. There is also strong female representation. These are undisputed advantages of this government and we will seek support in the Sejm.
What will be the result of these efforts? We have to wait until the vote, which will take place soon, no later than two weeks from yesterday.
And if you are unable to complete this mission and obtain a vote of confidence, what are your plans for at least these fortnight?
We are the club that won the most seats, the committee that won the most votes. Therefore, we have not only the right, but the obligation, to try to form a government. According to constitutional practice, it is the largest party that forms such a government. This is a promise to the voters who voted for us. Secondly, it is about presenting the Decalogue of Polish Affairs, to show that you can try to talk about certain issues across different divisions, that you can prepare an offer that goes beyond the horizon of one or two political parties , and thus encourages other formations to support these solutions. That’s the idea.
So we have a government that works, is competent and will prepare projects. A normal government, like any other, and whether it will function longer or shorter, we will soon find out.
It was striking that representatives of the presidiums of the Sejm and the Senate were absent from yesterday’s swearing-in ceremony. During a press conference, Marshal Szymon Hołownia described Monday’s ceremony at the Presidential Palace as “theatre”. How does the minister respond to this attitude?
This is an attitude typical of that part of the political scene. They respect and honor institutions only if they are led by their officials and activists. Unfortunately, the Civic Platform understands democracy in such a way that all institutions appointed – in accordance with the democratic mandate – by Law and Justice are questioned, omitted and ignored. And that was exactly the case here. Mr President, with the enormous support of Poland in direct elections, the government is elected by the formation that receives the most votes, and this is met with contempt by representatives of the opposition parties.
It is difficult to comment on this, it is probably better to ignore this fact as it is undignified behavior and certainly against democratic norms.
It seems that we have a similar situation in the Sejm committees and the Presidium of the Sejm and the Senate?
This is a certain continuation of the violation of what is most important in the parliamentary oath: compliance with the principles of democracy. These are the subsequent stages of betraying this oath, ignoring democratic practices in parliament.
At least some reflection was visible in the Senate in the case of Marshal Pęk’s candidacy; politicians of the Third Way or the Left said that things did not end well and that the vote might have to be repeated. But today Marshal Kidawa-Błońska came out and said: no, that’s it.
They say one thing and do another. And here too there were different votes, and in the end, Mr. Marek Pęk has not been appointed Vice President of the Senate until now. Unfortunately, we are likely to see more such violations of democratic principles and parliamentary practices in the near future.
Meanwhile, matters that are important to the Poles and close to their daily problems are in Marshal Hołownia’s freezer?

Perhaps it would be worthwhile for MPs from different parties to consider whether they want to focus on what is important for Poland or pursue political ‘revenge’?
