The Confederation will go to the meeting with the president on Wednesday as part of a larger delegation. The leaders of the Confederation of the Polish Crown and New Hope will appear – said today in the PAP Studio the Co-Chairman of the Confederation Krzysztof Bosak, who will also be present at the Presidential Palace.
Tomorrow and the day after tomorrow – at the invitation of the Head of State – consultations will take place in the Presidential Palace with representatives of the individual electoral commissions that will be represented in the next Sejm. The meetings will take place with each of the election committees separately, in the order according to the results achieved by these committees in the elections.
Representation of the Confederacy
When Bosak was asked today in the PAP Studio who would represent the Confederation during the consultations with the President, he replied that he had received an invitation for Wednesday at 3 p.m. and that he would certainly attend the palace in person together with a “broader delegation”. to appear. ”
These will probably be the leaders of the formations that are part of our coalition, i.e. the Confederation of the Polish Crown, New Hope
– added.
When asked whether it concerned the chairmen of these formations, i.e. Sławomir Mentzen and Grzegorz Braun, he replied that who exactly the leaders would be is a “logistical question,” but I expect they will be in this formation. “
We expect discussions about the new government and which coalitions can be formed. Our position is very clear, that is: we do not intend to enter into coalitions with PiS or the Platform, but we do not want prolonged chaos in the country (…) if there is a majority, then go to work and we want to play our role, ie a substantive opposition that will represent the interests of the Poles
– he said.
When asked what decision the President expected after the consultations, he said that if he were to speculate, in his opinion Andrzej Duda would entrust the mission of forming the government to one of the leaders of Law and Justice.
I would be very surprised if this mission of forming a government were handed over to someone else
– he said.
Three constitutional steps
The constitution provides for three possible steps in selecting the government after the elections. In the first case, the president plays an important role by convening a meeting of the Sejm and the Senate on a day within thirty days of election day. During the first session of the Sejm of the new term, the current Prime Minister must resign, and the President must accept such resignation. A government in a state of dismissal continues to exercise its functions until a new one is appointed.
The president then appoints the prime minister and appoints the government. Until now, it has been common for presidents to appoint people appointed by the party that won the election. When appointing the Prime Minister, the President takes into account that the government he proposes must receive the support of an absolute majority in the Sejm in order to receive a vote of confidence. If the Council of Ministers does not receive a vote of confidence, the Sejm will take the initiative to form the government.
In this constitutional step, a group of at least 46 MPs can nominate a candidate for prime minister. The Sejm elects the Prime Minister by an absolute majority in the presence of at least half of the legal number of deputies. The Head of Government then presents the government’s program of activities and the proposed composition of the Council of Ministers to the Sejm, which is elected by the Sejm by an absolute majority in the presence of at least half of the legal number of deputies. This is a form of giving confidence to the government. The Sejm has fourteen days to elect the prime minister and government.
If the Sejm fails to form a government, the President shall appoint the Prime Minister and, at his request, members of the government within fourteen days and administer their oath. After appointment by the President, the Council of Ministers has fourteen days to obtain a vote of confidence in the Sejm. In this constitutional step, the Sejm grants a vote of confidence to the government by a simple majority vote (an absolute majority is required in the two previous steps) in the presence of at least half of the legal number of deputies.
There is no systemic tragedy
The appointment of a new government could take until December, so you will have to be patient. Don’t let anyone convince you that if something lasts an extra day or a week, it’s some kind of political tragedy.
– said Krzysztof Bosak, co-chairman of the Confederation, in the PAP Studio.
When asked on Monday in the PAP Studio what decision the President expected after the consultations, Bosak said that if he were to speculate, in his opinion the first step would be for Andrzej Duda to entrust the mission of forming a government to one of the leaders of Law and Justice. He added that due to the formation of the new government, we will soon face “a lot of rumors, a lot of political emotions and speculation.”
This whole saga of appointing a new government could last until December, so if there is anything I can encourage, I encourage everyone to be patient. Politicians must be able to get along with each other. Please don’t let anyone convince you that if something lasts two days or a week longer, it is some kind of political tragedy. Is not
– he assessed.
The Co-President of the Confederation emphasized that all deadlines stem from the Constitution and laws. He noted that in this regard, the legislature had properly secured and spelled out the process of electing a new government.
We are not faced with a scenario like in Belgium, where it took more than a year for the government to emerge
– added.
If we fail to form a government, early elections will take place. So I encourage anyone who was very emotional about politics to rest now and just wait. Politicians will sooner or later share this role among themselves. We will have a new government and where we have to place our emotions will be how the new government will clash with old problems that were hidden during the election campaign. This is a challenge, he said.
Bosak emphasized that his formation views the transition from “the PiS government to the center-left government, that is, from rain to gutter” “without any enthusiasm.”
