The deadline for sending election proposals under martial law in Russia to the Central Election Commission will be changed

The State Duma Committee on State Building and Legislation approved a bill proposing to change the deadlines for submitting to the Central Election Commission a proposal to hold elections under martial law in a particular region. This was reported by TASS.

The document was accepted in its original form at the first reading in July 2023. Later, technical changes were made to the law on fundamental guarantees of electoral rights of citizens of the Russian Federation.

In the second reading, MPs proposed changing the procedure for holding elections during a state of emergency or martial law. The head of a subject under martial law will now be able to apply to the Central Election Commission to hold an election at least 130 days and no later than 90 days before the voting day. It is these deadlines that they want to set.

If the amendments are accepted, a proposal to call an election to government bodies can be submitted at the earliest 105 and at the latest 95 days before the voting day. If we are talking about elections to local self-government bodies, then 95 days at the earliest and 85 days at the latest. If the authorities consider holding a referendum, the application will have to be made within five days after the issue put to the vote is deemed to be in compliance with the law.
