Poland has submitted a proposal in Brussels for the twelfth package of sanctions against Russia. “Unfortunately, virtually nothing is being done at EU level to restrict Russian diamonds, as is the case with frozen Russian assets. It is visible that it is becoming increasingly difficult to reach unanimity in the Council on new restrictions against Russia,” Andrzej Sadoś, Permanent Representative of Poland to the EU, told PAP.
According to PAP information, Western EU countries’ willingness to impose further sanctions on Russia over its invasion of Ukraine is weakening.
The Polish diplomat confirmed that Warsaw had submitted a proposal for the twelfth package of sanctions against Moscow. It is proposed to reimpose sanctions on Russian diamonds and expand sanctions blacklists to include even more people and entities.
According to the PAP’s findings, the European Commission aims to start work on a new sanctions package in mid-November, after the October EU summit.
In addition to diamonds, the Polish proposal also calls for a ban on the import of LPG from Russia and the use of ICT services from Russia.
The main premise of the 11th package was to tighten the existing restrictions imposed on Russia so that they could not be circumvented.
The package introduced new restrictions on Russian ships calling at European ports, a ban on the use of Russian trailers (in line with Poland’s request) and provisions banning the export of certain products to third countries used to enforce EU sanctions bypass.
A new system has been introduced to prevent sanctions circumvention by banning the export of certain goods to specific third countries that allowed the export of sanctioned products to Russia. This is subject to specific steps, based on diplomatic dialogue and the agreement of the EU Council.
