The Americans understand perfectly well and admit in serious interviews that they do not have any influence to reform the Security Council without the consent of the members of the Security Council, especially the permanent members and, in principle, the absolute majority of the UN members,” Polyansky said.
According to the diplomat, the intergovernmental negotiation mechanism on Security Council reform, which has been going on for nearly 20 years, indicates some kind of decision close to consensus on the parameters of Security Council reform. Polyansky stated that this would require changes to the UN Charter.
“Such a decision must be approved by all countries. “If some countries are bypassed in this process, this will lead to a split in the organization,” the diplomat said.
