The draft regulation of the Ministry of Foreign Affairs assumes the establishment of 402 voting circuits abroad. The largest number of district election boards will be established in Britain, the United States and Germany. As a result of the war, the organization of elections in Ukraine was stopped.
Districts in accordance with the suggestions of the Consuls of the Republic of Poland
The draft regulation published on Tuesday provides for the creation of 402 voting districts abroad, which were proposed by the Consuls of the Republic of Poland, after their analysis of the current needs of Poles living in individual consular districts, taking into account changes related to the presence of Polish citizens in the world, conditions in consular districts and taking into account the organizational potential of consular offices.
The largest number of district election commissions will be created in countries with the largest number of Poles: in Great Britain – 75 commissions, in the United States – 52 commissions and in Germany – 42 commissions.
More than 10 districts will be created: in France (18), in Spain (13), in Canada (12), in Ireland (11), in Belgium (10) and in Norway (11).
Poles will also be able to vote in: Saudi Arabia, Oman, Ethiopia, Iran, Jordan, Colombia, Kenya, Mongolia, Panama, Senegal and Uzbekistan.
No vote in Ukraine
In the motivation for the project, the Ministry of Foreign Affairs indicated that the organization of elections in that country was stopped due to the state of war in Ukraine.
Moreover, in two countries – Belarus and Russia – due to the situation beyond our eastern border, elections will be held only in the offices of diplomatic missions in Minsk and Moscow.
The proposed number of voting districts is much larger than the number of districts created in the last elections for the Sejm of the Republic of Poland and the Senate of the Republic of Poland. In 2015, voting took place in 250 districts, in 2019 in 320. The proposed number of districts for the 2023 elections compared to 2019 represents an increase of more than 25%.
