US President Joe Biden signed a decree limiting American investment in China’s technology industry, including the development of semiconductors and microelectronics, quantum technologies and artificial intelligence in China. The document states that the decree refers to the threat to US national security from “states of concern.” These states are trying to develop and use technologies related to intelligence, surveillance and activities in cyberspace. At a briefing, an official from the US administration said that the decree regulates US investments in sectors of the Chinese economy related to semiconductors, microelectronics, quantum information technologies and some artificial intelligence systems. Washington has instructed US businessmen to report such investments, some of which will be banned.
