US State Department spokesman Matthew Miller said he was not aware of any contact with Russia under the Strategic Arms Reduction Treaty (START). He told this to reporters Reuters.

Former press secretary of Russian President Dmitry Peskov commented Words by US national security adviser Jake Sullivan that Washington is ready to engage in an unconditional dialogue with Moscow on arms control.
He noted that Russia remains open to dialogue, “but first you need to understand how the proposal was formulated.”
Prior to that, US national security adviser Jake Sullivan said at the Arms Control Association’s annual meeting that the country’s officials were ready to initiate an unconditional dialogue with Russia and China on gun control.
