Warsaw, May 30, 2023
Madam
Elizabeth Whitek
Marshal of the Sejm
Polish Republic
On behalf of the Mum and Dad Foundation, I appeal to the President to start work as soon as possible in the Sejm on the Parliamentary Bill on the Protection of Minors, tabled on May 12, 2023 by a group of deputies.
The death of 8-year-old Kamil from Częstochowa shocked all of Poland. The brutal murder of an innocent child exposed the ineffectiveness of current laws protecting the most vulnerable from violence. A pathological, dysfunctional family has been torturing a small child for months, abandoned by an inefficient social security system. The tragedy of a boy who experienced a brutal death cannot endure without an appropriate response from the state. We cannot allow any more children to share Kamil’s fate!
The need for a thorough reform of the child protection system is being noticed by more and more ordinary citizens of Poland, social activists and politicians. It is in the public interest to pass legislative changes as soon as possible to stop the wave of violence against defenseless children. As practice shows, judges often remain indifferent to the child’s harm.
v In the opinion of the Mum and Dad Foundation, the solutions recently presented by Minister Marcin Romanowski in the law on the protection of minors take into account the main needs for systemic changes in Polish law.** The draft law has been in the Sejm since May 12th. Despite the passage of three weeks, legislative work has still not begun and the bill has not even received a parliamentary press number.
For this reason, I would like to ask the President to start work on the law as a matter of urgency and to present the draft at first reading as soon as possible.. The enormous societal demand for change shows that actions are needed, not words.
The Mama and Papa Foundation, which regularly monitors social moods, notices how important and unfortunately underperceived area of social life is violence and related pathology.
Kamil’s tragic death and the suffering of other, often unnamed, children cannot have been in vain. We need the rapid introduction of specific legal solutions that guarantee that such tragedies will not happen again.
As the Mama and Papa Foundation, which has been committed to the fight for the well-being of the family since 2010, we demand and expect the positive solutions developed by experts to be implemented.
Yours sincerely,
Chairman of the Papa and Mama Foundation
Mark Grabowski
