for the old war Valencia requirement required officers reappears in the tripartite government. Botànic’s two majority groups, PSPV and Compromís, were once again at odds, and negotiations to reach an agreement were once again stalled. Mónica Oltra, Consell’s vice-president and leader of the Valencians, defended the line her party has today. C1 level of common official language To the high officials of the Generalitat, the former mija, While Minister of Justice Home Affairs and Public Administration, Gabriela Bravo (PSPV), advocates a B2. Notes that this is the level offered by the education system and therefore no more may be required of applicants for public office; an argument that in no case convinces Compromís.
While the friction over this issue escalated in tone over the past week, Oltra wanted to calm things down today and relied on the socialists and Valencian propensity to reach agreement, which is not to give up on the assumptions that defend theirs. In this sense, he was convinced that there would be “a satisfactory agreement for all” and made it clear: “Now mija and you always have to go for the better” thus proving their disagreement to claim a B2 from now on.
Specifically, the recommendation of the language proficiency commission determines the requirement for A2 certificate for civil servant professional group, B1 and B group for C2 subgroup, and B2 certificate for C1 subgroup. Concerning the requirement for groups A1 and A2, he cites two alternatives, which Justice clarified that he would “work” to prepare decrees: B2 or C1. And this is where the train crash between the Justice and Education departments took place.
The executive spokesman recalled 3/2017 decree in force already C1 of senior officials or mija when they beat the opposition. It therefore considers that this will be “sufficient” for future regulation of access to the public function. In this sense, he thought we were talking about university graduates who managed to pass competitive exams and would have absolutely no trouble in obtaining language proficiency.
Minister Bravo assured this week that he will take the proposal he advocated to Consell, which has set the requirement as B2, but that is something that cannot proceed without Compromís’ approval. In this context, Oltra avoided polemics and chose not to answer whether the Valencians would demolish this proposal, which could not be approved without the approval of the ministry led by Vicente Marzà. Therefore, he stated that if the decree is finally implemented, it is because it is an agreement. At this point, Generalitat chief Ximo Puig argued that “languages are bridges, not walls” and is convinced there will be an agreement.
The debate on this issue, which stretches back to the last legislature, intensified a year ago after the approval of the new Valencia Civil Service Law. In March 2021, regulations continued in the Cortes without specifying the degree of Valencian knowledge that candidates seeking a public position would have to document. The pulse between Socialists and Valencians was at a standstill at the time. They agreed to condition the final decision on: further development of a regulation which should be approved 12 month term. To this end, a Language Proficiency Commission has been established which will serve as the basis for organizing training for different groups of Public Administration staff and for the creation of the required Valencian certificate. The report is already on the table and says that there can be two alternatives regarding the requirement for groups A1 and A2: Requires B2 or C1. And the negotiation is currently ongoing.
