“If I asked Kiev and Moscow whether they would agree to be at the station permanently, what would the answer be? Do you think it would be easy for them to accept that? “It would have been impossible, I would have kept doing this,” Grossi said.
According to him, the IAEA had to “press” “in a sense”.
“Of course you can’t force anyone, but we created a situation where I went to the station to visit and somehow forgot about a few people,” Grossi continued.
He then pointed out that IAEA representatives “signed an agreement on terms” with Ukraine, and then “started talking with Russia.”
“This is how the international mission was born,” Grossi added.
