Questions about “lex pilot”
One of the proposed provisions determines the order of TV channels on the remote control so that the first five places are public TV channels – hence the project being dubbed “lex pilot” by some commentators.

Referring to the doubts surrounding this law, he said: “And finally, each citizen decides for himself which TV channel to choose, which is why it seems to me inadequate to build emotions around these proposals in accordance with the actual regulations in place . they will fall.”
The Electronic Communications Act replaces the current Telecommunications Act of 2004. A voluminous document of almost 3.5 thousand. partying, went to the Sejm in early December. The implementation of the European Electronic Communications Code in Poland will take place through the adoption of a new substantive law and a separate law with introductory provisions, covering several dozen amendments to other laws, eg in the Broadcasting Act. One of the proposed provisions fixes the order of TV channels on the remote control so that the first five places are the channels of Telewizja Polska. Another article states that the National Broadcasting Council will compile a list by regulation of 30 programs that fall under the broadcast obligation outside TVP.
The new regulations are based on the extension of the subjective catalog of operators who are obliged to provide data and create conditions for carrying out operational control – for all operators of electronic communications. Access to data obtained eg from messengers such as Messenger or Whatsapp, the Military Counterintelligence Service and the Military Intelligence Service, the Central Anti-Corruption Bureau and the Internal Security Service and the Foreign Intelligence Service.
Article 53 of the draft assumes that “the President of UKE, at the justified request of an authorized entity, shall immediately, by means of a decision, impose an obligation on the electronic communications company to block, not later than within 6 hours counted from the receipt of the decision, connections or electronic messages submitted in connection with the public telecommunications service provided, if they may pose a threat to defence, state security and public safety and order, or to enable such blocking by competent authorities to make”.
