Russia’s permanent representative to international organizations in Vienna, Mikhail Ulyanov, said that Iran, Russia and China have the political will to negotiate for the restoration of the Joint Comprehensive Plan of Action on the Iranian Nuclear Program (JCPOA), but Western countries do not.
