The rotating leadership idea for Poland, with a two-person Sejm presidency, is seen as a stabilizing move for coalition governance. The concept would pair a second marshal from the other coalition partner, ensuring a prime minister leads the government while the left bloc forms a parallel stewardship. That viewpoint was shared on TVN24 on Thursday by Krzysztof Gawkowski, who emphasized the potential benefits of a dual marshal arrangement for the Sejm.

READ MORE: Karczewski questions the rotating Senate marshal idea, arguing it may not suit Poland and noting friction within the coalition.

Today the pressing issue centers on concluding the Presidium work of the Sejm, namely the election of the Sejm Speaker.

– said Gawkowski.

When asked about the extent to which the left has embraced the possibility that Szymon Hołownia of Poland 2050 will become the Sejm Speaker on November 13, he answered that the party has strongly reconciled itself to that outcome, just as it did with the possibility that Włodzimierz Czarzasty of the New Left would also hold the role during this term.

When questioned about a rotating marshal system, he stated his wish for Włodek Czarzasty to become the Sejm marshal.

For four years he observed Czarzasty’s work as deputy speaker and the tough calls made within the Sejm Presidium led by PiS. Based on that experience, he believes that after a demanding period and the responsibilities shouldered in debates, Czarzasty is well-positioned to take the chair and lend credibility to the chamber.

– he emphasized.

“Nothing signed yet, nothing closed.”

Asked whether the coalition has agreed in principle that Hołownia will become the Sejm Speaker on November 13, 2023, and whether the same arrangement might extend to 2025 with Czarzasty, he replied: “I would like it to be so, but nothing is signed. nothing is closed.”

Conversations are ongoing, and the chances look favorable,

– he admitted.

Włodek Czarzasty holds considerable sway on this issue as the leader of a large parliamentary group and a deputy marshal. He believes the rotation concept offers a viable framework for Poland and contributes to Sejm stability within a coalition context.

– he said.

He added that there should be two marshals because two formations cooperate with the Coalition, each with their own blocs.

Who will become president of the Senate?

Gawkowski was asked whether the left would support a KO representative for Senate president.

We can agree on that, but the coalition agreement will likely outline several scenarios.

– he said. When asked if a rotating Senate marshal is also a possibility, he replied, “maybe yes, maybe no.”

President Andrzej Duda has set the opening Sejm session for November 13. He summarized last week’s consultations with election commissions, noting two political blocs claim a parliamentary majority and have a prime minister candidate. The United Right’s candidate is Mateusz Morawiecki, while the KO, Third Way, and Left factions support Donald Tusk.

In the Sejm elections held on October 15, Law and Justice won 194 seats, KO 157, Trzecia Droga (Poland 2050 and PSL) 65, Nowa Lewica 26 (these three groups total 248 seats), and Konfederacja 18.
