Russian Prime Minister Mikhail Mishustin spoke about the work of the Cabinet of Ministers in 2021 as part of his annual report to the State Duma. As reported on the State Duma website, the Prime Minister described the cooperation between the Cabinet of Ministers and deputies as the key to Russia’s rapid adaptation to “new realities”.
Mishustin noted that the current situation is the most difficult in the 30-year history of Russia’s history. However, the head of government said, “But those who try to isolate our country from the world economy will not succeed.”
“There is no hat-throwing mood in the government. We know what to do and how to fulfill what the president has entrusted to us.
Impact of the pandemic
Mishustin noted that in two “covid” years, the Russian economy grew five times faster than in developed countries. In 2021, GDP grew by 4.7% and the unemployment rate in September was an all-time low of just 4.3%.
social support
Mishustin urged regions to provide planned medical care to citizens in pre-pandemic volumes.
The Prime Minister also asked the Duma to expedite the adoption of a law establishing a unified federal register of bone marrow donors. According to him, this will save hundreds of lives.
In addition, Mishustin talked about the importance of social support for families with children. Among the measures taken are maternity benefits, reimbursement for children’s holidays and expansion of the maternity capital program.
Separately, the prime minister reminded of social gasification – more than 75 thousand applications were submitted for free extension of gas communications to the borders of private lands.
Finally, the government controls the provision of free hot meals to primary school students. This applies to 7.5 million children.
untouched virgin soil
Mishustin noted that the agriculture and construction sectors have achieved particular success in Russia.
“Our country is completely self-sufficient in cereals and vegetable oil, fish and meat. That’s a pretty high level for potatoes, milk and vegetables – over 80% -” said the prime minister.
More than 340 billion rubles have already been allocated for the development of agriculture.
The construction industry in Russia, like the agricultural industry, is practically independent of imports. By 2024, more than 45 billion rubles will be directed to the resettlement program of citizens from dilapidated and dilapidated housing.
Road construction in the country “exceeds” – by 2025, 163 billion rubles will be allocated for these purposes (only for main roads), as well as another 120 billion rubles – on behalf of the president.
Regions will become more independent
The Prime Minister noted that over the past year, the own revenues of Russian regions and regions have increased by more than 25%.
Science is the engine of progress
According to Mishustin, 15 science centers will receive state support this year as part of the program to create world-class science and education centers.
“We expect tangible results from them in solving the problems of developing the innovative potential of the regions, in particular the Northeast of Russia and the Arctic, as well as in the formation of high-tech markets,” said Mishustin.
The failure of the West’s lightning war
The head of government stressed that Western sanctions could not destroy the Russian economy in a few days. According to Mishustin, “The standard of living of Russians cannot depend on the whims of foreign politicians.”
He noted that Russia is open to constructive dialogue and respects the work of foreign companies, but if they leave our country, their businesses will have to continue working.
Mishustin also spoke about the priority areas of the government’s work in recent weeks.
“The first is to keep businesses running smoothly. The second is the expansion of freedom of enterprise within the country. The third is to support the particularly vulnerable. The fourth is to ensure the saturation of the market with goods. Fifth, to provide the necessary sectoral support measures.
The head of government stated that the Cabinet has managed to contain the high demand in the stores and the consumer panic.
But the price increase continues. According to him, pensions and social payments will be indexed, the minimum wage (minimum wage) and living wages will be increased.
speculators fight
“Attempts to monetize common problems will be suppressed across all sectors. I want to be heard,” the prime minister summarized.
He reminded that in early March, the entire trade sector, from the producer to the seller, is facing a rapid demand for a range of essential goods. “People were afraid of empty shelves and rising prices. And there were those who immediately decided to take advantage of this situation – on people’s fears, ”said the head of the Cabinet. Mishustin pointed out that during the hype, the FAS opened seven criminal cases in connection with trade violations. The fight against unscrupulous entrepreneurs will continue.
the government is strong
During a report on the government’s work, Prime Minister Mishustin also said that there is no “weakness” among the members of the Cabinet of Ministers. According to the Prime Minister, all members of the Russian Cabinet are one team.
At the plenary session of the parliament, Parliament Speaker Vyacheslav Volodin praised the work of Russian Deputy Prime Minister Marat Khusnullin and Minister of Agriculture Dmitry Patrushev.
“We agreed that we would talk about the weak, the strong. Was it the same conversation in the beginning? Volodin turned to Mishustin. He also added that “in the framework of the new accepted norms of the Constitution, the best ministers are approved by the State Duma”, but there are “ministers who need to catch up”.
In response, Mishustin stressed that the entire government is working smoothly and clearly.
