Officials from RusHydro confirmed that this autumn’s water level was lower than typical. By late October, reservoirs in the Volga-Kama cascade held about 43.6 cubic kilometers, roughly 29 percent below the season’s average. The trend signals potential shifts in regional energy, ecology, and supply chains that depend on stable water levels.

Lower water volumes can raise concentrations of pollutants and increase salinity in the Caspian Sea, creating additional risks for fisheries, ecosystem balance, and winter reservoir dynamics. If the trend continues, communities may face tougher winters with reduced fresh water access and tougher navigation for ships and barges that rely on predictable depths.

One practical response proposed by authorities involves constructing low pressure dams on the Lower Volga. The aim would be to secure water supply for Volgograd and Astrakhan regardless of seasonal fluctuations in river depth. There is also consideration of adjusting the operating regime of the Kuibyshev Reservoir hydroelectric complex to moderate water discharge, stabilizing downstream conditions and helping regional water managers plan ahead.
