The Generalitat’s president, Ximo Puig, announced the launch of a new program on Tuesday designed to help lower-income families cope with rising living costs. The initiative, branded as a consumer aid plan, aims to ease budget pressures caused by higher prices on everyday essentials. The Consell projects that as many as half a million residents could benefit from this support.

The centerpiece of the program is a prepaid shopping card loaded with a 90 euro balance. Eligible households must have an annual income below 21,000 euros, according to Puig. The money on the card can be used at any food-related retailer in the Community of Valencia, including supermarkets, hypermarkets, and smaller specialized shops. Merchants will participate on a voluntary basis, with no penalties for those who decline to participate in the scheme.

When and how to request assistance

Beneficiaries can apply for the card starting April 18, through a network created specifically for this purpose at bonocesta.gva.es. The application is straightforward and requires basic personal information and a statement confirming income level and intended use of the funds; the Valencia Tax Office will verify compliance with the eligibility rules. The Ministry of Finance oversees the process to ensure accurate processing of applications.

To accommodate users who have limited digital access or internet connectivity, consumer associations or non-governmental organizations can file applications on behalf of eligible individuals via the portal. Once approved, recipients will be able to pick up the prepaid card at distribution points that will be established widely across the region. The department administering Arcady Spain has indicated a broad rollout, with a four-month window to spend the funds once the card is issued.

Balance withdrawals are limited to food-related purchases. However, purchases from other sectors, such as pharmacies, can be paid for with the card if the item is included in the weekly market basket. This flexibility reflects the program’s intent to simplify access to essential nutrition while maintaining simplicity in administration.

Initial announcements place the program’s open period from April 18 to July 15, with an expectation that around 500,000 beneficiaries will participate in this initiative.

Alignment with Minimum Vital Income

Puig framed the card as part of a broader set of measures introduced by the Generalitat since the Ukraine conflict began. The package includes a 10 percent discount on all consell fees, free or subsidized transport options, reduced ticket costs for younger users, and targeted support for companies and self-employed individuals. The projected budget for the plan totals 48.4 million euros. (Source: Generalitat briefing)

Consell and supermarkets refine social aid delivery

The president emphasized that the program is not universal but targets families most exposed to rising food prices. In recent months, the Valencian market has seen notable price pressures, with consumer price data reflecting a steady uptick in food costs. The new card will be coordinated with existing social programs and central government support, ensuring coherence with broader income assistance measures.

Puig highlighted a collaboration with major employers in the retail sector, including large chains and local merchants’ associations. While initial plans anticipated some private funding, participating chains and small businesses are expected to contribute coupons and food worth approximately one million euros for NGOs and charitable organizations assisting needy families. CEV leadership stressed that the approach complies with the law and does not distort competition. They acknowledged the reality that many citizens need assistance and expressed willingness to cooperate with the Generalitat to fund this shopping aid and help vulnerable households. The business community noted that rising costs are affecting margins, making targeted social support all the more important. (Source: CEV briefing)
