If a person is looking to rent a house, they should know about the National Housing Access Program 2022-2025. It was prepared by the Ministry of Transport, Mobility and Urban Agenda, where all related regulations were established. There have been changes in this law regarding the rights and timelines for tenants and landlords, which are explained in the INFORMATION section.
In this sense, the housing access program has short term goals:
-
Providing direct rental support to people with low purchasing power to ensure easier access to housing.
-
Offering rapid shelter solutions to victims of gender-based violence, to the homeless, and to other extremely vulnerable groups through subsidies that cover up to 100% of rent and related costs, including in cases of emerging vulnerability.
-
Supporting young people in their housing search with stronger incentives for rental and purchase assistance in smaller towns.
-
Expanding rental availability and helping property owners secure rental income.
-
Addressing demographic challenges by assisting young people to buy homes in towns with populations under 10,000.
In the medium term, the program aims to:
-
Increase the supply of social rental housing to promote the public housing stock and encourage purchases by the public or associated entities.
-
Expand accessible rental options for seniors and disabled individuals by promoting adapted housing in new constructions or renovations, whether public or privately owned.
-
Promote alternative housing solutions such as temporary housing, public housing, and intergenerational spaces, with a focus on public areas rather than private ones.
-
Develop a social rental offer for home users from SAREB and public institutions, directed to autonomous communities and local organizations or their partners.
-
Encourage affordable or social rented housing through collaboration between private managers and public and local organizations.
Additionally, the Plan commits to improving housing accessibility, regenerating disadvantaged urban and rural areas, tackling housing insecurity, and continuing to support benefits already established for loans under prior programs.
