In a recent update, Spain’s government announced changes that specifically impact self-employed workers. The country is reviewing the support granted to freelancers who paused activity during the epidemic. This review matters to a large group of self-employed individuals who rely on this assistance, as the outcome could influence their financial and professional standing.

Start of the review of aid for the self-employed

From September 1, 2023, collaboration between the regions and Social Security began the process to definitively verify eligibility for the extraordinary cessation benefits. This step followed a period of provisional recognition that occurred at the height of the pandemic when uncertainty and emergency measures were widespread.

Government and assistance to the self-employed due to business shutdowns: a complex process

The challenge facing Spain’s new administration is to confirm the eligibility criteria for self-employed aid. The review is expected to involve between 100,000 and 150,000 freelancers. It was initiated after a parliamentary information request submitted by members of the People’s Party, signaling a move toward tighter oversight of pandemic-era support programs.

“Lack of documentation” due to the cessation of activity during the Covid period and its impact on aid to the self-employed

A key concern highlighted by the government is documentation shortfalls in a minority of cases. To remedy this, additional information is requested from self-employed individuals. This step is essential to verify compliance with requirements and to achieve definitive recognition of the aid for those affected.

What does this mean for the self-employed individuals affected?

For freelancers undergoing the review, it is important to understand that the process does not imply an automatic refund. Instead, it requires proving that the necessary criteria were met to access the assistance. In most instances, once the correct documentation is submitted, definitive recognition of the benefit follows.

As of October 20, 2023, a total of 456,998 aid actions have been processed, representing about 31 percent of the overall aid distributed. Of these, 439,915 self-employed workers have been definitively recognized, while 16,614 are still undergoing verification of compliance with the requirements.

This review of aid for the self-employed illustrates how the government is safeguarding the proper implementation of measures designed to support people who faced disruptions during the pandemic. Although the process can feel daunting for some freelancers, it remains a necessary step to ensure fairness and the efficient allocation of public resources.
