The Ministry of Agriculture, Fisheries and Food has announced four million euros in aid tied to the new Common Agricultural Policy (CAP). The plan places emphasis on support for agricultural organizations and cooperatives as they prepare and submit a single application for CAP assistance, aligning with the Planas circle ranking published in the Official State Gazette (BOE).
This announcement lays out the regulatory framework for granting subsidies under the competitive regime to agri‑food sector bodies that carry out promotion, training, and dissemination work, as well as the submission of single application files for CAP beneficiaries.
The National Strategic Plan for the Common Agricultural Policy of Spain for 2023–2027 has been approved, along with the essential regulations required for effective implementation in the 2023 campaign. These management updates are intended to guide all applicants seeking CAP support.
To ease the efforts of farmers and ranchers in securing aid under the new parameters, the Planas department has enlisted the help of general and national agricultural professional associations and agri‑food cooperatives.
These collaborating agri‑food organizations have long supported the processing and management of CAP applications. Yet in the first year of the policy’s new phase, when such assistance is most needed, the government announced an exceptional aid regime. This regime was activated only once and applied in 2023.
To meet the objectives, the Ministry of Agriculture approved an order that regulates the provision of this exceptional subsidy through a competitive bidding system. In addition to laying down the regulatory base, the order also includes a call for assistance.
Activities funded under this regime include support for the execution of promotion, training, and dissemination tasks, as well as the processing of single CAP assistance applications related to the 2023 CAP cycle.
A linear distribution of 10 percent of the total loan is allocated to all beneficiaries who carry out the promotion, training, and dissemination tasks tied to the single CAP application, ensuring that the policy’s new features reach every potential beneficiary and help unlock their full potential.
The remaining 90 percent is distributed to beneficiaries according to a single objective criterion. The maximum unit amount per submitted file is 20 euros, calculated based on the number of unique applications submitted and other relevant metrics.
